David Mundell MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

  • 22 Jun 2026 · Spinal Muscular Atrophy: Newborn Screening Test · Hansard source
    More

Our final Back-Bench contribution will be from Chris Vince.

  • 22 Jun 2026 · Spinal Muscular Atrophy: Newborn Screening Test · Hansard source
    More

Order. I do not intend to apply a time limit to contributions. Members will note that the clocks in Westminster Hall are not functioning. If someone speaks for longer than might be reasonable, I will call them to order. I call Ed Argar, who I am sure will not do that.

  • 22 Jun 2026 · Spinal Muscular Atrophy: Newborn Screening Test · Hansard source
    More

Mr Atkinson, you have one minute to wind up.

  • 21 Apr 2026 · Gulf Conflict · Hansard source
    More

Has the Foreign Secretary made any assessment of what impact the conflict is having on the horrendous humanitarian situation in Yemen? Given Iran’s continued support for the Houthis, does she believe that in discussions to end the conflict there will be some opportunity to make a positive impact on that conflict?

  • 20 Apr 2026 · Security Vetting · Hansard source
    More

Is the Prime Minister really saying that in the appointment of Peter Mandelson, he did not himself consider that there might be issues with his vetting process, given his track record? Is it not even more incredible that he then did not query whether there had been any issues with that vetting process?

  • 23 Mar 2026 · Puberty Blockers Clinical Trial · Hansard source
    More

Order. I think the Minister has made it clear that she is not taking interventions.

  • 23 Mar 2026 · Puberty Blockers Clinical Trial · Hansard source
    More

Thank you, Mr Smith, for keeping to time, which I am sure Rebecca Paul will do as well.

  • 23 Mar 2026 · Puberty Blockers Clinical Trial · Hansard source
    More

Order. I remind Members that they should bob if they wish to be called. As the debate is heavily subscribed, I am afraid that I will have to impose a two-minute speech limit from the start, and even that will not guarantee that everyone will be called.

  • 12 Mar 2026 · Hospitality Sector · Hansard source
    More

    7. What steps his Department is taking to support the hospitality sector.

  • 10 Mar 2026 · Digital ID: Public Consultation · Hansard source
    More

My long experience is that the Scottish Government are quite prepared to ignore consultations, especially on the views of my constituents. Will the Minister set out how this system will work if the Scottish Government do not co-operate in it and instead use it to try to take forward their independence agenda?

  • 5 Mar 2026 · Devolved Administrations · Hansard source
    More

Does the Chancellor of the Duchy of Lancaster share my profound disappointment that once again the Scottish National party is seeking to frame the Scottish elections as being about a divisive independence referendum, rather than about devolved powers, on which its record is so woeful?

  • 4 Mar 2026 · Foreign, Commonwealth and Development Office · Hansard source
    More

    Will the Minister give way?

  • 2 Mar 2026 · Middle East · Hansard source
    More

The Houthis in Yemen have declared their support for Iran but have so far taken no pre-emptive action. Given that the UK has previously been willing to take action against the Houthis, would we be willing to do so again if they become involved?

  • 4 Feb 2026 · Postal Services: Rural Areas · Hansard source
    More

The hon. Member for Corby and East Northamptonshire (Lee Barron) made a very important point about the last mile. Something that really concerns me and my constituents is the sustainability of the Royal Mail in that context, because delivery companies are taking on deliveries, but they leave the hard bit—going up the track, or the miles into the valley—for Royal Mail to do. I cannot see how that can be sustainable.

  • 22 Jan 2026 · Emergencies: Rural and Coastal Areas · Hansard source
    More

As I have said many times, I represent one of the largest rural constituencies in the United Kingdom, and Eskdalemuir is one of the most rural parts of that constituency. Constituents there remain extremely concerned about BT’s proposal to switch off analogue lines, given that the area has very poor mobile reception and frequent power cuts. Will the Minister and the Cabinet Office more generally satisfy themselves that the arrangements in place for this switch-off will not impede resilience and will ensure communities such as Eskdalemuir are not cut off during extreme weather events?

  • 20 Jan 2026 · Yemen · Hansard source
    More

In his statement on 5 January, the Minister referred to the United Arab Emirates’ call then for a ceasefire. What discussions have since taken place with the United Arab Emirates, and is that still its position?

  • 5 Jan 2026 · Venezuela · Hansard source
    More

Can the Foreign Secretary say a bit more about engagement with the Commonwealth? Not only are there two Commonwealth countries immediately adjacent to Venezuela, but there is an important Commonwealth network across the Caribbean. Surely there must be a danger at this moment that some of those countries might think that their interests would be better served by looking to the United States rather than to the Commonwealth and the UK.

  • 11 Dec 2025 · St Andrew’s Day and Scottish Affairs · Hansard source
    More

As Members across the Chamber know, this is a well-used SNP tactic of constant comparison with other places, rather than focusing on the SNP Government’s delivery compared with their promises. It is clear that there is a huge discrepancy between what has been promised by the Scottish Government and what has been delivered.

  • 11 Dec 2025 · St Andrew’s Day and Scottish Affairs · Hansard source
    More

The hon. Lady will be pleased to hear that change in Scotland is the theme of my speech, because I agree that we desperately need it. In relation to SNP promises, we have heard it all before. Year in, year out, SNP boasts about bringing down waiting times ring hollow in the ears of patients whose experience is of being left to languish on those very same lists. It is not just on waiting times that the nationalists have let Scotland’s patients down. Emergency departments—the service people turn to in their most desperate hours—are overwhelmed. A year ago, more than 76,000 people waited over 12 hours in A&E before getting treatment, compared with just 784 in 2011.

  • 11 Dec 2025 · St Andrew’s Day and Scottish Affairs · Hansard source
    More

One factual point worth making is that one third of those people who supported independence voted for Brexit. As the hon. Gentleman knows, when in government I looked at various schemes that could operate separately in Scotland, but ultimately we found that they were unworkable.

  • 2 Dec 2025 · Topical Questions · Hansard source
    More

The child nutrition fund is one of the most effective ways to enhance the impact and value for money of official development assistance spending by mobilising domestic resources, with philanthropic and private capital having the potential to multiply UK ODA contributions as much as sixfold. In 2023, the UK Government committed to a £16 million contribution to fund. Will Ministers confirm that the commitment will be honoured despite the changes in ODA spending?

  • 27 Nov 2025 · Future of TV Distribution · Hansard source
    More

Older people and those in rural constituencies such as mine, which unfortunately still have unreliable broadband, rely on terrestrial television. The excellent Westminster Hall debate that I led demonstrated cross-party concern about this issue. Will the Minister meet me and other concerned MPs to discuss how we can safeguard terrestrial television?

  • 27 Nov 2025 · Future of TV Distribution · Hansard source
    More

    9. What recent progress the Future of TV Distribution stakeholder forum has made on its work.

  • 19 Nov 2025 · Suicide: Reducing the Stigma · Hansard source
    More

Order. If we stick to about seven minutes each, everybody can get in.

  • 19 Nov 2025 · Access to Healthcare: Bracknell Forest · Hansard source
    More

    But primarily in Bracknell Forest.
