David Mundell MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

  • 16 Jun 2025 · Farmed Animals: Cages and Crates · Hansard source
    More

Order. I remind Members that they should bob if they wish to be called in the debate.

  • 16 Jun 2025 · Farmed Animals: Cages and Crates · Hansard source
    More

I call the Lib Dem spokesman.

  • 10 Jun 2025 · USAID Funding Pause · Hansard source
    More

I welcome the hon. Lady’s comments. It is very important we emphasise that it is women and girls who will be most affected by those cuts. It is not those stereotypes sometimes presented by some in the US who are affected; it is women and girls.

  • 5 Jun 2025 · Bank Closures and Banking Hubs · Hansard source
    More

Does my hon. Friend understand that people are very angry about bank closures, and about the fact they feel that the banks just do not listen to them when they go through some consultation exercise? That is why in Moffat, at 2 pm tomorrow, there will be a protest outside the closing Bank of Scotland.

  • 19 May 2025 · Gender Self-identification · Hansard source
    More

I remind hon. Members that they should bob if they wish to be called. I will not set a time limit, but if hon. Members keep their speeches to around seven minutes, everyone will get to make a meaningful contribution.

  • 19 May 2025 · Gender Self-identification · Hansard source
    More

I call Martin Rhodes, and I assure Dr Arthur that, after I leave the Chair, he will be called.

  • 15 May 2025 · Gavi and the Global Fund · Hansard source
    More

The Minister made a passing reference, as other Members did, to Unitaid. Will he more formally acknowledge the huge importance of Unitaid in ensuring the delivery of medicines in some of the most difficult environments around the world?

  • 15 May 2025 · Driving Test Backlog · Hansard source
    More

Does the Minister acknowledge that part of what has happened as a result of the pressure tests has been a displacement of learner drivers to test centres in rural areas, where they perceive that there might be less waiting time? That is prejudicing against local applicants. Will she do everything she can to ensure that local applicants for tests get priority?

  • 12 May 2025 · Topical Questions · Hansard source
    More

What steps is the Secretary of State taking to ensure that the financial reparations that will be made to LGBT veterans following the Etherton review are not taken into consideration when assessing entitlement to other benefits?

  • 23 Apr 2025 · Exports: Impact of US Tariffs · Hansard source
    More

    6. What assessment his Department has made of the potential impact of US tariffs on Scotland’s exports to that country.

  • 24 Mar 2025 · European Union: UK Membership · Hansard source
    More

Order. I remind Members that they should bob if they wish to be called. This is a three-hour debate, so I do not intend to set a time limit at this stage, but I ask Members to be mindful of others.

  • 24 Mar 2025 · European Union: UK Membership · Hansard source
    More

Order. You are asking for the views of the hon. Lady, not me.

  • 24 Mar 2025 · Disruption at Heathrow · Hansard source
    More

Obviously, this event was on a catastrophic scale, but there is regular disruption at Heathrow. One of the consequences of that is the wholesale cancellation of flights between Heathrow and Scotland, which I have raised previously in this Chamber. When Ruth Kelly does her report on Heathrow’s resilience, will she look at its wider resilience and its ability to cope with weather-related or other technical issues, so that they do not lead to the wholesale cancellation of flights between Scotland and London?

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

It has been a little unconventional, but we got there in the end. Question put and agreed to. Resolved, That this House has considered the prevention of cardiovascular disease.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

I am sure the Minister will have heard the three points that Mr Shannon raised. On that basis, I will put the Question.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

You can speak for as long as you want. [ Laughter .]

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

Yes. That is what I was saying, but I felt you were summing in a way that anticipated that we were concluding at 4 pm.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

That is not technically a point of order, but I am sure the Minister has heard what you have had to say. I am sure he and, indeed, the hon. Member for Glasgow South West (Dr Ahmed)—who was here from the start—will have noted all the points that Mr Shannon raised. If the points that Mr Shannon raised at the end—and indeed earlier, in his contribution before the Minister spoke—were unaddressed, I am sure that the Minister will write to him.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

Mr Shannon, do you wish to make a final contribution?

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

I will make the determination that Mr Shannon’s contribution was an intervention—although an excessively lengthy one, which he will not repeat at the conclusion of the debate.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

Demonstrating my own multifunctionality, I am now going to chair but not participate in the next debate.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

Mr Shannon, I remind you that these proceedings go on to 4.30 pm, so there is no need for you to try to speak in a very short period of time.

  • 13 Feb 2025 · Cardiovascular Disease: Prevention · Hansard source
    More

I am sure that the Minister will begin with an apology to me, to Mr Shannon, as the Member in charge, and to all other participants, because it was very clear on the Order Paper that these proceedings would begin at 3 pm.

  • 10 Feb 2025 · Topical Questions · Hansard source
    More

The Eskdalemuir seismic array in my constituency monitors compliance with the comprehensive nuclear test ban treaty. At the moment, there is a restriction on wind farm development in the vicinity of the array, but wind farm developers are lobbying hard to have those restrictions relaxed. Can Ministers give a guarantee that they will not be relaxed if there is any suggestion that that would interfere with the array’s effectiveness?

  • 6 Feb 2025 · Coalfield Communities · Hansard source
    More

I commend the hon. Member on securing this debate. I agree 100% with the hon. Member for Neath and Swansea East (Carolyn Harris). I have many constituents who are in exactly the same position, although the hon. Member for Newcastle-under-Lyme (Adam Jogee) did not mention Scotland, which has a proud mining tradition. Communities in my constituency, such as Sanquhar, Kirkconnel, Kelloholm, Coalburn and the Douglas valley, have often felt very overlooked. Does the hon. Member agree that often in these communities, people are still forward-looking, wanting to make those communities turn around and be regenerated? They have not given up on them, and the Government—in London and in Edinburgh—should not either.
