Dan Tomlinson MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches
- 23 Jun 2026 · Loan Charge · Hansard source
More
The Government introduced legislation in the Finance Act 2026 to provide for a new settlement offer for those affected by the loan charge. The Government will write off the first £5,000 of liabilities, and that is in addition to the proposals put forward by the independent reviewer, Ray McCann.

- 23 Jun 2026 · Temporary VAT Reduction for Hospitality: Northern Ireland · Hansard source
More
I thank the hon. Member for giving me another chance to talk about the great British summer savings scheme, which the Chancellor has just talked us through. It is fantastic that it is coming into place in just a couple of days’ time and will run until the end of the summer holidays. It extends across all four nations of the United Kingdon, benefiting businesses in Northern Ireland as well as in Great Britain.

Yes, but I was just praising the hon. Gentleman!
- 17 Jun 2026 · Customs (Tariff and Miscellaneous Amendments) (No. 4) Regulations 2026 · Hansard source
More
As I said, the Government have set out in the explanatory memorandum the fact that there will be an impact from the tariffs, from the 50% rate, but the Government’s view overall is that it is important to ensure that we have a strong and thriving domestic steel sector, which can help businesses here in the UK to weather, and to minimise their exposure to, global shocks, so that we can have a reliable and secure domestic supply. That is very important, and if we had continued on the path that we were on for the long term, we would have seen a continued decline in our domestic supply and in our ability to ensure resilience and security at times when we as a country might need them most.
- 17 Jun 2026 · Rural Pubs: Fiscal Support · Hansard source
More
I have spent some time in the Three Horseshoes!
- 28 Apr 2026 · Fuel Costs: Support for Motorists · Hansard source
More
I agree with the right hon. Member that Reform’s rabble yesterday was deeply underwhelming. As for fuel duty, the rate is currently lower than it was at any point under the last Government, or, at least, it was never lower under the last Government than it is now. In real terms, it is lower than it has been at any point since 1993.
- 28 Apr 2026 · Fuel Costs: Support for Motorists · Hansard source
More
When it comes to fuel duty, it is of course worth noting that it is lower today, in cash terms, than it has been in any year since 2009.
- 27 Apr 2026 · Draft Vaping Duty Stamps (Requirements, Reviews and Appeals) Regulations 2026 · Hansard source
More
My hon. Friend makes an important point. The emergence of vapes in recent years has provided people up and down the country with a route away from smoking. That is to be welcomed. At the same time, the chief medical officer is right to highlight the risks and health impacts associated with vaping, although they may be lower than the impact of smoking cigarettes.

Okay.
- 10 Mar 2026 · Northern Ireland Hospitality Sector: VAT · Hansard source
More
This is a complex change to implement, but the Government’s position is that it is right to have the same rate of VAT across our country. During the pandemic, there was a cut—a temporary cut—to the rate of VAT and that came at the significant cost of £8 billion. We have to make sure that we can raise revenue from across the country in a fair and consistent way to support the public finances.
- 10 Mar 2026 · Northern Ireland Hospitality Sector: VAT · Hansard source
More
The Government recognise the important contribution that hospitality businesses make to communities across the UK, including in Northern Ireland. Reducing VAT rates, or applying different VAT rates within the UK, would add complexity and come at a significant cost to the Exchequer.
- 3 Feb 2026 · Finance (No. 2) Bill (Sixth sitting) · Hansard source

Clause 182(2) sets out: “A requirement under subsection (1)(d) may not prohibit disclosure for, or in connection with, the purpose of— (a) complying with the notice, or (b) seeking legal advice.” It is the Government’s view that that provides sufficient scope for the recipient to be able to disclose information for legal advice, in line with the points that the shadow City Minister makes. I am of course happy to consider his recommendations. However, I do not want to disappoint him. I do not expect that the Government will introduce an amendment to the clause, because we think that the clause is already sufficient. Nevertheless, I will take away the points that he has made and consider them in my heart. Question put and agreed to. Clause 174 accordingly ordered to stand part of the Bill. Clauses 175 to 185 ordered to stand part of the Bill. Clause 186 Offence of failing to comply with a notice Question proposed, That the clause stand part of the Bill.

I am sorry to tell the shadow Minister that this matter is not being legislated for in this Finance Bill; it will be for next year’s Finance Bill. Question put and agreed to. Clause 98 accordingly ordered to stand part of the Bill . Clause 99 Rate of aggregates levy Question proposed, That the clause stand part of the Bill.
- 29 Jan 2026 · Finance (No. 2) Bill (Fourth sitting) · Hansard source

Indeed, Mrs Harris. I respect your judgment and authority in such matters. As I said, the Government carefully considered the scope of the relief, including the length of the relief period. The first few years after listing are vital in establishing longer-term liquidity, the most important period coming right at the start. The benefits of extending the relief significantly beyond that period, in our judgment, would not represent value for money for the taxpayer.

Local authorities have usual and long-standing mechanisms for handling their VAT liabilities, including reclaiming the VAT where permissible. I hope that I have responded with sufficient thoroughness to the points that have been raised. I commend the clause to the Committee and urge that amendment 42 be withdrawn and new clause 14 be rejected.

I am glad that the hon. Member for Maidenhead is aware of the answer to the written parliamentary question. I have also responded in writing to Members who have written to me about this issue, and the rationale has been set out in that correspondence. Question put and agreed to. Clause 81 accordingly ordered to stand part of the Bill. Clause 82 UK listing relief Question proposed, That the clause stand part of the Bill.

The Government are doing a lot to continue supporting the UK’s vibrant capital markets. We have some of the deepest capital markets globally. We have, for example, changed UK listing rules to bring the UK into line with international best practice. We are also changing and improving the prospectus regime, significantly cutting the amount of paperwork that a firm needs to produce while providing better and more relevant information to investors. We are taking a range of actions to support our capital markets and to support firms to list here. We have seen some good progress in recent months, with more companies choosing to list in the UK, and I hope and expect that we will see more of that soon. Question put and agreed to. Clause 82 accordingly ordered to stand part of the Bill. Clause 87 Rates of duty effective from 6pm on 26 November 2025 Question proposed, That the clause stand part of the Bill.

I will somewhat disappoint the Liberal Democrat spokesperson, the hon. Member for Maidenhead: the words that Ministers say in Committee are sometimes powerful and I do not think it would be appropriate for me to be more expansive on the definition. I ask him and others to rely on the words in the existing legislation, which I think are relatively clear and strong. Question put and agreed to. Clause 77 accordingly ordered to stand part of the Bill. Clause 78 ordered to stand part of the Bill. Ordered, That further consideration be now adjourned. —(Mark Ferguson.)

I thank the hon. Members for North West Norfolk and for Maidenhead for their remarks and my hon. Friend the Member for Burnley for his enjoyable intervention. In response to the point made by the hon. Member for North West Norfolk, we believe that total income is a reasonable way of assessing income. There are other ways of making that assessment, but we think that in this instance total income is appropriate.
