Claire Coutinho MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Asking officers to record examples of an illegitimate criticism of Islam is nothing short of an assault on free speech. Let me try another issue: last night, Labour MPs voted to give children as young as 11 powerful puberty-blocking drugs that could leave them infertile for the rest of their lives. The right hon. Lady is the Cabinet Minister for children and she knows that children in the care system are over-represented in that group. This cannot sit right with her. Will she do the right thing and tell the Health Secretary to stop the puberty-blocking trial?

I thank the Minister, but this is the classic problem. She is not on top of her brief. She is absolutely allowed to write to regulators and ask whether they are breaking the law. Let me try another question. The Muslim Vote campaign is telling people how to vote, depending on what God they pray to. This is divisive, sectarian and has no place in Britain. The last time I asked the Minister to condemn that, she said that she was not aware of what I was describing, but in these local elections, the Muslim Vote has once again endorsed the Green party and Plaid Cymru. I will give her another chance: will she condemn this group and the divisive sectarian role it is playing in British politics?

Within an hour of the Government’s publication of their Islamophobia definition this week, there were calls from within the Labour party for it to be weaponised to stifle free speech, but we know that there have been multiple cases of our public services being too scared of being called Islamophobic to speak freely to save women and girls from serious harm. Can the Minister explain why the Labour party thought it was worth trading the safety of women and girls for their own narrow political interests?

I appreciate the Secretary of State’s willingness to meet Jennifer. Does the Secretary of State believe that an eight-year-old child with autism can consent to a medical pathway that will leave them infertile and without sexual function for the rest of their life? If not, will she personally tell the Health Secretary to stop this puberty blocker experiment, which will biologically castrate children?

At this COP, acres of the Amazon were chopped down so that the Secretary of State can lecture us about saving the planet. Can the Minister justify why his Government did not even put a single penny into the forest fund, which could have at least repaired some of the damage?

Labour’s previous definition of “Islamophobia” was adopted by councils that had grooming gang scandals, and it said that even talking about grooming gangs was an example of “anti-Muslim racism”. We know from Louise Casey that public servants did not speak up because they were scared of being called racist. The Government are now bringing in a new definition, but they are refusing to tell the public what is in it. Will the Minister commit to publishing the draft definition, before it is adopted, for full public scrutiny?

I believe that the hon. Gentleman is talking about discrimination. The point of being equal under the law is that the same protections from discrimination can protect his constituents, the hon. Member for Romford and me. The whole point of our common-law system is that we must all face the same law, whether that is for penalty or in the case of discrimination and harassment. He refers to many of the examples of discrimination and harassment that are in the Equality Act, but they were not created by that Act; they were created decades and decades earlier.

I thank the Minister for her speech. Labour Members always try to equate protections against discrimination and harassment with the entirety of the Equality Act but, as many have said, protections against discrimination and harassment existed before the Act. They also exist in many other pieces of legislation, such as the Public Order Act 1986 and the Malicious Communications Act 1988. What answer does the Minister have to my questions about the public sector equality duty, which talks about advancing equality by taking specific action to address disproportionate participation? That is where we have seen some internships excluding young white people, for example.

Yesterday, the Secretary of State said I was hiding when I was, in fact, with my six-month-old baby, who I know he is aware of. On behalf of all young mums who face those kinds of comments in their first few weeks back at work, may I gently suggest he reflects on those remarks? I want to ask the Secretary of State a very simple question: is £82 higher or lower than £72?
