    I congratulate my hon. Friend very much on bringing this debate to the House. What he has said is symptomatic of the importance of the special relationship, which he does so much to support in his role as a member of the executive of the British-American Parliamentary Group. Does he agree that a point that could be added to his list would be for the Government to promote the special relationship, ensuring that generations of children coming up realise that we are really close allies and shall remain close allies with our friends in the United States, irrespective of who happens to be holding elected office at any one time?

    Does the Minister agree that this incident, and the other ones that preceded it, are a threat to national security? As my hon. Friend the Member for Hamble Valley (Paul Holmes) said, more than 100 RAF personnel are stationed at Swanwick, and are involved in protecting our national interest and our defence. The Minister has not yet addressed the security threat to our country posed by this incompetence.

    I did not impose a time limit, but there is always half an hour at the end for the wind-ups. You have been a Member of this House now for over two years. You must realise that in an hour-and-a-half debate, there is an hour for the speeches and half an hour for the wind-ups.

    You are shaking your head; I am sorry you have not been able to learn on the job, but I am not going to accept criticism for calling the Front Benchers at half-past to enable them all to participate in this debate and, hopefully, give a chance for the person who initiated it to have a few words at the end. I am almost lost for words, because the hon. Gentleman should have realised when we got to half-past that that was the end of the time for Back Benchers and when the Front Benchers start speaking. But anyway, perhaps—

    When was the last time that an allotted Opposition day was withdrawn in the way that the Leader of the House is withdrawing this one? I was looking at my calendar of business, otherwise known as the Order Paper, and it says that “The selection of the matters to be debated will be made by the Leader of the Opposition (Standing Order No. 14(2)).” Why is the Leader of the House seeking to usurp that right and put his own plans in place instead?

    The Climate Change Committee has condemned the Government for failing and falling short of adapting to climate change and accepting the reality as it is, which is that by the end of this century, global temperatures will have increased to between 3.5° and 4.5° above pre-industrial levels. What are the Government doing to adapt, rather than trying to prevent this from happening?
