Chris Vince MP: speeches
4 Jul 2026–16 Oct 2026 · year in progress
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

I thank the Leader of the House for his speech. I agree with my hon. Friend the Member for Lancaster and Wyre (Cat Smith) that he is radical, forward-thinking and progressive, and we thank him for that. The Leader of the House will know that I served on the Modernisation Committee for a very short period of time. The strangest part of that experience was coming face to face with my predecessor as the Member for Harlow when he gave evidence to the Committee. His evidence to the Committee was really important, and that is one reason why I feel it is so important that I stand up and ensure that his voice is heard here. I welcome the Leader of the House’s words on the changes to be made to Select Committees. We all recognise the important role of Select Committees in the running of this place. I think of my short time on the Education Committee—my time on Select Committees always seems to be short—and I thank my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes), who is in her place, for the work she did in securing a Government apology for the victims of the false adoption scandal. Select Committees can make a huge difference to what happens in this place and beyond. However, I recognise the need for balance. It is important that we make Select Committees accessible—as the Member of Parliament for Harlow, I take accessibility seriously on behalf of my predecessor—but I also recognise the importance of in-person scrutiny. I have sat in a number of virtual meetings, including virtual council meetings during covid, and I do not think that they are necessarily as effective, particularly when huge numbers of people join them online. I echo the points made by my hon. Friend the Member for Hackney South and Shoreditch (Dame Meg Hillier) about the importance of having strict rules on virtual participation. We do not want to have our dog or cat appear on the screen during Select Committee meetings. It can happen to any of us, but it is not necessarily what we want when scrutinising somebody from an outside body who very much needs that scrutiny. I also echo my hon. Friend’s comments about maternity rights and sick pay. It is really important that we support everybody in the House to have those. Finally, I think that the Leader of the House has got the balance absolutely right in this case, and I very much support what he has said.

I agree with the majority of what the hon. Gentleman has said so far; he may come on to things that I do not agree with later in his speech, but we will have to wait and see. Will he reflect on the fact that the impact of councils losing their council housing stock has been that they have had to spend more and more money on temporary accommodation? It is a zero-sum game for local councils and the impact on families and young people has been particularly difficult, including in my constituency of Harlow.
- 9 Sept 2026 · Removing Children from Poverty · Hansard source
More
Across my constituency, 18% of children live in poverty, which rises to 30% in areas such as Mark Hall and Netteswell. Around 12% of children in Harlow will benefit from Labour’s lifting of the two-child cap, which parents and I welcome. However, child poverty remains deeply uneven across Harlow and the UK, and too often, children’s chances in life are shaped by where they grow up. What further steps is the Minister taking to tackle those regional and local disparities and to ensure that children growing up in our most deprived communities benefit from the Government’s drive to reduce poverty?
- 2 Sept 2026 · Rewiring the State · Hansard source

Bearing in mind your family connection to the fire services in Harlow, Madam Deputy Speaker, I pay tribute to fire officers across my constituency. I also welcome the First Secretary to her place; I know that she is a friend of Harlow. I thank the Government for their investment in our town, not just through the UK Health Security Agency, but through funding for rough sleeping and the 48 businesses that will benefit from the defence investment plan. On rewiring the state, I think previous Governments have seen working with the charity and voluntary sector as a cheaper option, yet volunteers and community services have expertise that we can utilise. We need to think about how they are funded properly and supported in the long term.

It is a pleasure to serve under your chairmanship, Ms McVey. I thank my hon. Friend the Member for Huddersfield (Harpreet Uppal) for securing this really important debate. I also thank my two work experience students, Nicoleta and Lyra. They are both from Harlow and are in the Public Gallery today. They have prepared me a very thorough and informative briefing ahead of this debate, so my contribution might be slightly more informed than usual. When I met with Nicoleta and Lyra before this debate, they spoke about their experiences of taking part in the Duke of Edinburgh’s scheme, which obviously celebrates its 70th anniversary this year. I want to read out some of their thoughts on the scheme and the difference that it made to them and their friends and peers. Nicoleta completed the Duke of Edinburgh’s bronze award while she was studying at Burnt Mill academy. She said: “I would describe it as very insightful and gave me an opportunity to give back to community by mentoring primary school children as part of the volunteering section.” Lyra completed the Duke of Edinburgh’s bronze award while she was at Stewards academy, which is also in Harlow. She said that “taking part in a local theatre production as part of the skills section, was very insightful and ignited a new passion. As part of the volunteering being able to volunteer at Harlow Youth Council improved political interest and involvement with the town.” I think we can all agree that that is admirable and fantastic. I have a few points with regard to the national youth strategy. I welcome the publication of the first long-term youth strategy that we have had in over two decades. Following a lot of lobbying from me and others, I am really pleased that young carers were included in that strategy, because it is hugely important that groups like that are listened to and their voices are heard. I emphasise to the Minister the huge importance of prevention rather than intervention, and of ensuring that every young person, regardless of their postcode, has the opportunity to be involved in the schemes that have been mentioned. We can all appreciate, as Members across the Chamber have commented, the huge difference that taking part in schemes like the Duke of Edinburgh’s scheme can make to young people’s confidence and their ability to be part of the community. Finally—I know I am running out of time—I am really delighted that Harlow will be the home of a Young Futures hub funded by this Labour Government. I am also delighted that this Labour Government have an ambition to halve the enrichment participation gap between disadvantaged young people and their peers.

This is the closest I am ever going to get to the Front Bench. [ Laughter. ] Having spoken to police officers across my constituency of Harlow, I know that the two things they want to do are keep my constituency safe and—to paraphrase a new Labour manifesto pledge—tackle crime and the causes of crime. Can the Minister outline what she is going to do on the back of this review to ensure we take away the barriers, so that police officers can do their job of protecting my community and keeping the country safe?
