We live in an interconnected world, and the events in Saudi Arabia have a direct impact on my constituents in Harlow, who are concerned about the rising price of their energy bills. What is the Minister doing to ensure that we are not reliant on international fossil fuels? We have to accept that green energy is part of the solution. May I also ask the Minister to do as much as much as he can to help residents in my constituency of Harlow to bring their bills down?

I was going to start by making a joke about always being picked last, Madam Deputy Speaker, but you have ruined it by picking me early on—thank you for that. I will try it anyway. I am used to getting picked last in this place, but I was picked first when the new Prime Minister visited Harlow and my local pub. There, he had the opportunity to talk to Mr McMullen, the head of McMullen’s breweries, who said that this Government are doing more to support the pub trade than the previous one did. To change the subject, though, may I ask the Minister about how this tourist levy has been put in place in other G7 countries—where it has been very successful—and what he has learned from other countries?

I speak to parents, young people and teachers in my constituency all the time about the need for SEND reform. One of my best friends is a special educational needs co-ordinator, and he often tells me how broken he and his colleagues are after battling this broken SEND system for so long. Will the Minister ensure that the SEND reforms cater for all the young people in Harlow who need them, and that they will make being a SENCO an attractive proposition again?

Thank you, Madam Chair. I desperately tried not to intervene at all, but I could not stop myself. I was on the Modernisation Committee when it had the opportunity to visit Buckingham Palace to see some of the regeneration work being done. Does the Minister feel as reassured as I do that the renovation work was done as efficiently and practically as possible, bringing in apprentices from elsewhere—I do not think any of them came from Harlow, unfortunately—to ensure it was successful?

I thank the Leader of the House for his speech. I agree with my hon. Friend the Member for Lancaster and Wyre (Cat Smith) that he is radical, forward-thinking and progressive, and we thank him for that. The Leader of the House will know that I served on the Modernisation Committee for a very short period of time. The strangest part of that experience was coming face to face with my predecessor as the Member for Harlow when he gave evidence to the Committee. His evidence to the Committee was really important, and that is one reason why I feel it is so important that I stand up and ensure that his voice is heard here. I welcome the Leader of the House’s words on the changes to be made to Select Committees. We all recognise the important role of Select Committees in the running of this place. I think of my short time on the Education Committee—my time on Select Committees always seems to be short—and I thank my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes), who is in her place, for the work she did in securing a Government apology for the victims of the false adoption scandal. Select Committees can make a huge difference to what happens in this place and beyond. However, I recognise the need for balance. It is important that we make Select Committees accessible—as the Member of Parliament for Harlow, I take accessibility seriously on behalf of my predecessor—but I also recognise the importance of in-person scrutiny. I have sat in a number of virtual meetings, including virtual council meetings during covid, and I do not think that they are necessarily as effective, particularly when huge numbers of people join them online. I echo the points made by my hon. Friend the Member for Hackney South and Shoreditch (Dame Meg Hillier) about the importance of having strict rules on virtual participation. We do not want to have our dog or cat appear on the screen during Select Committee meetings. It can happen to any of us, but it is not necessarily what we want when scrutinising somebody from an outside body who very much needs that scrutiny. I also echo my hon. Friend’s comments about maternity rights and sick pay. It is really important that we support everybody in the House to have those. Finally, I think that the Leader of the House has got the balance absolutely right in this case, and I very much support what he has said.

As you will be aware, Madam Deputy Speaker, this issue has had a huge impact on my constituency of Harlow. Not only do many passengers use Stansted airport, but over 1,000 members of its staff live in my constituency. I have full faith in the Minister and his ability to lead on this issue, but can he reassure my constituents that he is doing everything he can to hold the leadership of NATS to account and to ensure that this does not happen again, and to ensure that, as the hon. Member for North Dorset (Simon Hoare) said, if something like this does happen again, there are contingency plans in place?

I agree with the majority of what the hon. Gentleman has said so far; he may come on to things that I do not agree with later in his speech, but we will have to wait and see. Will he reflect on the fact that the impact of councils losing their council housing stock has been that they have had to spend more and more money on temporary accommodation? It is a zero-sum game for local councils and the impact on families and young people has been particularly difficult, including in my constituency of Harlow.

I welcome the new Defence Secretary to his place and thank him for his statement, particularly his ongoing commitment to support our Ukrainian allies. Going last is very difficult, particularly when my hon. Friend the Member for Bracknell (Peter Swallow) has asked exactly the question that I was going to, so I am desperately trying to think of something else to ask. I absolutely echo what my hon. Friend the Member for Bracknell about disinformation online, normally from Russian sources. Whether it is extreme right-wing views or extreme left-wing views, this AI-generated nonsense is designed to disrupt and undermine our democracy. As this is the last question, can I ask the Secretary of State to reflect on that and to once again give this Labour Government’s commitment to support our Ukrainian allies?

I welcome the Parliamentary Secretary to the Cabinet Office, my hon. Friend the Member for Gateshead Central and Whickham (Mark Ferguson), to his rightful place on the Front Bench. As Ministers may be aware, in late July there was a severe wildfire off Second Avenue in Harlow; I thank the fire services and fire officers who attended and dealt with the issue so well. What is the Minister doing to increase awareness of fires starting, particularly in the dry weather, which is likely to continue next year as well?

The idea of drop-off fines is to try to convince people to travel to airports via other means. My airport, Stansted, is very accessible by train and new bus routes have been put on, but in the example given by my hon. Friend the Member for North West Leicestershire (Amanda Hack)—we have discussed this before—that option is not available. It seems unfair, if there are not good transport links to an airport, that such charges exist. As I say, in my case it is not such an issue, but in my hon. Friend’s case I can see why it is a problem.

I am sorry that my voice still has not come back, but I thank the hon. Gentleman for raising these issues. As he will know, Stansted airport is right next to my constituency of Harlow, so this has had an impact on many people in the constituency, not just those who are travelling. Does he agree that it has also had an impact on those working in the airport, because of the huge disruption that it has caused?

The Minister is making an excellent speech—the take-off was fantastic and I am looking forward to seeing the landing. I want to ask him about the recent fire at an electricity substation at Heathrow airport—the point raised by my right hon. Friend the Member for Hayes and Harlington (John McDonnell). I am very aware that we are seeing increasingly extreme weather—we had the heat over the summer and I suspect we will have extreme cold during the winter—so has the Minister considered the challenges that our aviation sector will face and what does he think the Government can do to mitigate those issues?

When you have been working 12-hour days, and you come home, turn on the television and are told by the former Education Secretary that you are lazy, you are letting down the children you teach and you are not aspirational enough, it is pretty easy to become quite angry and despondent very quickly, so I am glad that the new Education Secretary has a very different approach. I am absolutely delighted that she is talking about the need for a broader curriculum, which will benefit young people in my constituency of Harlow. On Harlow, does the Education Secretary agree with the former MP for Harlow, Robert Halfon, who said that a “false hierarchy” undermines vocational and technical skills compared with academic education? It is a shame the current Tories do not seem to think the same.

I put on record my thanks to NHS and care staff across Harlow for their work during a very difficult summer, particularly those at the Princess Alexandra hospital. The Secretary of State will know from talking to my right hon. Friend the Member for Ilford North (Wes Streeting) how much I lobby on behalf of the Princess Alexandra. I am delighted that it is in wave 2 of the new hospital programme, but may I emphasise the hospital’s ageing estate and the need for emergency funding moving forward, before we complete the new hospital project?

Across my constituency, 18% of children live in poverty, which rises to 30% in areas such as Mark Hall and Netteswell. Around 12% of children in Harlow will benefit from Labour’s lifting of the two-child cap, which parents and I welcome. However, child poverty remains deeply uneven across Harlow and the UK, and too often, children’s chances in life are shaped by where they grow up. What further steps is the Minister taking to tackle those regional and local disparities and to ensure that children growing up in our most deprived communities benefit from the Government’s drive to reduce poverty?

I welcome the Secretary of State’s statement. Unfortunately, young people and their parents in my constituency do not believe that the big tech companies are taking their responsibilities seriously. I speak to young people in schools across Harlow who are concerned that it is very easy to flout the age verification rules. In much the same way as it is a shop’s responsibility to ensure that no one under the age of 18 buys alcohol, can we make it very clear to the big tech companies that it is their responsibility to ensure that underage people cannot use their software and sites?

I am quite concerned about the increasing use of AI-generated summaries online, which rely on what we call trusted sources. I appreciate the hon. Gentleman’s points about what defines a trusted source, and I am sure the Minister will answer all his important questions, but I am concerned that in future, if people become more reliant on AI summaries rather than on primary sources, those trusted sources might no longer exist. Does he recognise the importance of people not relying on AI summaries to get their news?

T7. Having previously worked for a homelessness charity, Streets2Homes in Harlow, I welcome the Housing First approach that this Government are taking to tackle rough sleeping. However, would the Secretary of State, or whichever Minister answers the question, agree with me that, along with that housing, we must provide long-term support to ensure that people can keep tenancies securely?

Bearing in mind your family connection to the fire services in Harlow, Madam Deputy Speaker, I pay tribute to fire officers across my constituency. I also welcome the First Secretary to her place; I know that she is a friend of Harlow. I thank the Government for their investment in our town, not just through the UK Health Security Agency, but through funding for rough sleeping and the 48 businesses that will benefit from the defence investment plan. On rewiring the state, I think previous Governments have seen working with the charity and voluntary sector as a cheaper option, yet volunteers and community services have expertise that we can utilise. We need to think about how they are funded properly and supported in the long term.

The shadow Minister will be pleased to know that I agree with her on this point. I proudly represent my constituency of Harlow, and it is really important that I have that local accountability; that means a great deal to me. Does she agree that we need to take foreign interference in our electoral system really seriously? It is important that the be Bill be—as I believe it is—really solid, detailed and willing to make changes, because we recognise that malign influencers will do anything they can to weave their way into our political system.
