Chris Philp MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

The statutory test is “conducive to the public good”, and the Home Secretary could use that. Will she now confirm that she will use every legal mechanism to prevent the return to the United Kingdom of Shamima Begum, who chose to support the Daesh regime that murdered civilians, raped thousands of women and girls, and killed people for being gay? More broadly, does she agree that anyone who espouses extremist, racist or antisemitic views or supports terrorism, and who is not a British citizen, should be deported from this country immediately? She has those powers; will she use them?

On a point of order, Madam Deputy Speaker. I think the Home Secretary may have misheard me during my question. I was saying that I was not concerned about the disproportionality of stop and search, because when we compare its use with the offending population, there is no disproportionality. I was encouraging further use of the tactic. I wanted to make sure the Home Secretary had heard and received that message.

The DPP said the opposite of what the Minister has said. He said that the issue was a question of fact, and not—categorically not—the policy of the last Government.

The Minister has said twice in the last minute that the question was the policy of the last Government. Let me take him to page 4 of the letter from the Director of Public Prosecutions, dated Thursday of last week. In that letter, the DPP said—

I am, Mr Speaker. Will the Home Secretary finally admit that the only way to fix this situation is for there to be a removals deterrent whereby every single illegal immigrant is immediately removed?

I associate myself with the Home Secretary’s remarks about the terrorist atrocities perpetrated on 7/7. The 52 victims and their families of course remain in our prayers. The whole House will want to send thanks to the emergency services for what they did on that day and what they do every day. It is now clear that the Home Secretary has lost control of our borders. So far, 2025 has been the worst year in history when it comes to illegal immigrants crossing the channel. Her claim to be smashing the gangs is clearly laughable. The French are having almost no effect, despite spending hundreds of millions of pounds, and the press report that not much will change in the negotiations this week. Returns of small boat arrivals are down, representing only 5% of overall arrivals, so will—
