Chris Hinchliff MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

- 21 May 2026 · Industrial Strategy · Hansard source

- 21 Apr 2026 · Alternative Measures to GDP · Hansard source

Would the hon. Lady add to her list a request that the Minister consider a formal target to cut inequality in this country? We will never grow our way to a good life for all our citizens while we have a fundamentally unjust society; we will only break the environmental boundaries we are already rapidly burning past.
- 20 Apr 2026 · Security Vetting · Hansard source

In answer to my hon. Friend the Member for Congleton (Sarah Russell), the Prime Minister said that he delayed coming to this House so that he could answer, among other questions, why UKSV was overruled. It seems wholly incredible that this decision was made on a personal whim by a senior civil servant. Is it not that it was made because of political pressure from No. 10 to advance a man who a particular faction of the Labour party has looked to for moral and spiritual leadership for years? Can the Prime Minister explicitly now confirm his understanding of why the decision to overrule UKSV was made?

Will the Minister give way?
- 17 Mar 2026 · Child Maintenance Service · Hansard source

I thank the Minister for setting the scene. Would he reflect back to the House that, notwithstanding what he has said, there is a clear pattern of a lack of reliable communication, a failure to enforce payments and what often seems like an inability to keep in line with legislation? Does he recognise that what we are all experiencing on behalf of our constituents is an organisation that does not seem to have basic administrative competence?
- 15 Jan 2026 · Listed Places of Worship Grant Scheme · Hansard source
More
4. What discussions the Church of England has had with the Government on when the evaluation report of the listed places of worship grant scheme will be published.
- 15 Jan 2026 · Digital ID · Hansard source
More
I am pleased that the Government have dropped the plans for mandatory digital ID; it was always clear that the British public would heavily reject that idea, and it is our duty as Members to jealously guard our constituents’ civil liberties. Will the Minister convey the lessons learned from this decision to his colleagues across Government, and persuade them to drop proposals to erode the right to a jury trial and restrict the right to protest against animal testing?
- 8 Dec 2025 · Digital ID · Hansard source

My hon. Friend is making a powerful speech, as usual. Does he agree, from the clear argument across the Chamber, that constituents are overwhelmingly unconvinced by the proposed benefits of this scheme and overwhelmingly concerned by the disbenefits; and that therefore the Minister should commit today to ensuring that at the end of the consultation, the Government have the option of not taking this any further?
- 18 Nov 2025 · Warm Homes Plan · Hansard source
More
I absolutely agree with the hon. Member that a well-funded warm homes plan is essential to insulating draughty homes and cutting bills. I wonder if she aware of the situation faced by my constituents in Letchworth Garden City. They have a separate scheme of management, so people applying for insulation have to go through two layers of regulation. That creates a real block to getting insulation for people who desperately need it. Would she join me in urging the Minister to bring together MPs who represent areas with such schemes of management, so that we can address that hurdle and ensure that those most in need, in all parts of the country, get the support that they need from the warm homes plan?
- 18 Nov 2025 · Land Use Change: Food Security · Hansard source
More
My constituents have raised many of the concerns that the hon. Member has just described about the proposed changes to agricultural property relief, which I recognise. However, will he say whether his party recognises any of the points that the Government are making about that? Do they accept that some improvement could be made to the previous agricultural property relief? Or would the hon. Member just return it to how it was and not make any changes whatsoever?
- 12 Nov 2025 · Engagements · Hansard source

Q9. During the debates on assisted dying, I and many others highlighted the importance of palliative care provided by hospices, but this vital work has been left reliant on donations and charity for far too long. Garden House hospice in Letchworth now faces a serious funding gap. I welcome Government investment in hospices, but will the Prime Minister consider broader reform to put hospice funding on a sustainable footing, and will he ensure that Ministers meet me to explore every option to keep Garden House hospice open?
- 15 Sept 2025 · Scientific Procedures: Use of Animals · Hansard source
More
More than 1.6 million animals have been approved for testing over the next five years, including through licences for invasive brain research on monkeys and for looking at different methods of killing animals in laboratories. Labour’s manifesto committed to phasing out animal testing. Can the Minister reassure me that the non-animal methods strategy will commit to Herbie’s law and provide a clear framework for phasing out animal experiments within the next decade?
- 15 Sept 2025 · Scientific Procedures: Use of Animals · Hansard source
More
2. What assessment she has made of the potential implications for her Department's policies of the approval under the Animals (Scientific Procedures) Act 1986 between April and June 2025 of the use of 1,656,930 animals over the next five years.
- 8 Sept 2025 · Palestine Action: Proscription and Protests · Hansard source
More
I thank the Minister for his answers, and I fully agree that there can be no place for violence in our politics. However, does he accept that elderly retired priests and disabled veterans would not be protesting in the way they are if they genuinely believed that Palestine Action was a similar organisation to ISIS or al-Qaeda? Can he provide any additional guidance or advice on how members of the public can legitimately protest against the proscription of this organisation?
- 8 Sept 2025 · Indefinite Leave to Remain · Hansard source
More
Given the unanimity of feeling in the Chamber today on the importance of BNO visas and the uncertainty that the consultation is creating, will the Minister put it on record that he recognises that uncertainty, and that it will be foremost in his mind as he develops policy going forward?
- 16 Jul 2025 · Giving Every Child the Best Start in Life · Hansard source
More
I wholeheartedly agree and have heard exactly the same thing from students in my constituency. Each and every one of the children in our country deserves a safe, healthy and stable home that is genuinely affordable and does not leave families struggling to make ends meet month after month. If we give the next generation the security to thrive, they will do the rest. The true legacy of this Government will be found in the laughter, learning and achievement of the nation’s children.
