The UK is in a unique position—second in the world in the creative industries, and in the top three for AI innovation—so getting the right solution to protect and support our intellectual property, while supporting and incentivising AI innovation, is uniquely important to our cultural and economic life. I am a former regulator and chartered engineer, so I welcome the Minister’s decision to go with regulatory technology as the solution, and to challenge the tech sector to come up with technology to ensure we can have both the reservation of rights and the transparency of inputs to large language models, both of which are critical. The tech sector too often spends less time protecting people and property than maximising profit, but the language of the consultation is a bit vague. The Minister talked about arriving at a plan rather than a solution, so will he make it absolutely clear that any text and data mining exemption is contingent on the technology being deliverable, implementable and workable, and that if the technology fails, the exemption fails?

Fourteen years of Tory austerity and fiscal mismanagement have halved the central Government funding for Newcastle city council, sucked the blood vampire-like from our local economy, and left local businesses and families drowning in uncertainty, so I welcome this increased funding and the specific commitments on housing and social care. However, can the Minister reassure me that there is further light at the end of the tunnel, because this Government’s work on reforming public services, local funding, business rates and innovation investment will mean that the people of Newcastle and the north-east will have the power and the resources to build the public services and the economy that we choose?

Does the Secretary of State share my amazement that under the previous Conservative Government organisations had to campaign to have sewage-free rivers, lakes or seas, as if it were some kind of privilege rather than a right for everyone? Does he have any idea of the amount of money that was taken out of the sector, and out of the infrastructure we needed, in profits and bonuses under that Government?

T7. Last week, research published by Sage showed that 84% of small businesses in the north-east plan to increase their investment in technology next year. As the Science, Innovation and Technology Committee launches its inquiry into innovation, growth and the regions, how will the Business Secretary ensure that the industrial strategy boosts adoption of technology—particularly British-developed technology—to boost growth across all our regions?

Following 14 years of neglect, indifference and, at times, downright obstruction by the Conservatives, housing in Newcastle is the No. 1 issue that constituents bring to me, and my inbox is full of heartrending stories of families unable to put a roof over their children’s heads. I therefore welcome the statement, and look forward to working with Newcastle city council to build the homes that my constituents need so much. Will the Minister explain in a bit more detail how he will ensure that these homes are of the quality that my constituents deserve, and that the necessary infrastructure, particularly schools, will be built alongside them?

The joy on the faces of Syrians and the horrors of the Saydnaya prison emphasise both the evil of the Assad regime and the hope for Syria’s future, as my right hon. Friend the Foreign Secretary has said. However, the complexity of the ethnic, religious, political and military groupings within Syria and the wider region makes the pathway to a stable, peaceful and inclusive Syria challenging, to say the least. What practical steps can the UK take to support the bringing together of the appropriate Syrian representatives, to help enable them to build the peaceful, stable Syria that we all wish to see?

As chair of the all-party parliamentary group for Africa, I have raised the terrible conflict in Sudan on a number of occasions. Too often, it has felt like a forgotten conflict, despite the scale of suffering there, so I welcome the Minister’s leadership on that issue. She talked about the regional impact. What steps has she taken to support South Sudan, Chad and Egypt? How is she engaging with grassroots groups in South Sudan so that their voices are heard as we try to move towards a solution to that terrible conflict?

As the chair of the all-party parliamentary group on jazz, I want to add to the many tributes paid to the great Lord Prescott by saying that he was a champion of jazz and a jazz lover as well. I do hope that the Minister will be able to join us on the restored Tyne bridge for its centenary celebrations in 2028. However, she may be aware that an uplift to the funding announced under the previous Government for the restoration has not yet materialised, and inflation and issues uncovered during the project have led to a rise in costs. Could she confirm to me that the difficult decisions this Government have made mean that the uplift in funding will be available for the fully restored Tyne bridge?

In the past few days, the Labour Government have reaffirmed our commitment to Ukraine in its existential war against Russian aggression, reaffirmed our commitment to combating climate change in all our interests, and reaffirmed our commitment to backing the UN’s resolution for a ceasefire in Gaza and the release of all hostages. Does the Prime Minister agree that, at a time of global volatility, geopolitical uncertainty and rising authoritarianism, it is more important than ever that Britain and Britain’s values are back in action on the global stage?

My hon. Friend the Member for Folkestone and Hythe (Tony Vaughan) rightly raises the need for research into frontier AI safety, and I welcome the Government’s commitment to protecting the public from future AI risks. But AI affects all of our lives already. Today, my Committee launches an inquiry into algorithms, AI and their role in spreading online harm, as we saw in the terrible riots over the summer. As we build our evidence, how is the Minister building the evidence base on AI online harms and their social impact right now?

The Post Office Horizon scandal is probably one of the greatest miscarriages of justice in our history, and I congratulate the Minister on the progress that the Government have made in speeding up compensation payments to postmasters. There was also a huge failure of IT—a failure in IT procurement, IT deployment and IT management—which has undermined public confidence in technology. What steps has the Minister taken to ensure that Fujitsu is held accountable, that the lessons are learned, and that, in the future, post offices have the fantastic technology that they need to support them in their important community role?

I thank the hon. Gentleman, my fellow member of the Science, Innovation and Technology Committee, for giving way. He knows that R&D funding is vital to driving innovation, productivity and future growth and prosperity. Does he agree that we should welcome the commitment to protecting core R&D funding, as well as the specific investment in high-tech areas such as automotive, aerospace and clean energy? Does he agree that the Committee looks forward to examining the detail of the Budget to see its impact on science and technology in every Department and across the country?

The humanitarian situation in Gaza is horrific and catastrophic, and the Israeli Knesset has actually voted to make it worse. Without UNRWA, millions of Palestinians will lose life-saving food, medical treatment, housing and much more. I am grateful that the Prime Minister, the Foreign Secretary and the Minister have condemned the Knesset decision, but does she agree that the fact that 90% of the Knesset voted to ban UNRWA is an indictment of the Knesset, as well as an insight into the value that Israeli parliamentarians place on Palestinian lives and therefore on human life?

At the weekend, I went swimming in the North sea —probably for the last time this year—having first checked on the Surfers Against Sewage website that there had not been any legal or illegal spills. It is disgraceful that the last Conservative Government left our seas and waterways in such as state, and it is notable that Water UK continuously blames the regulator for not allowing it to raise prices in order to invest further in our system. Will the Secretary of State make sure that we assess the value extracted by the water companies? They have taken billions of pounds in profits and hundreds of millions in bonuses. We need to make sure that future investment adds value and does not take it away.

The whole House recognises—certainly, the Government’s industrial strategy does—that in order to drive growth we need innovation clusters across the country. The last Government committed to increasing R&D spend outside of the greater south-east by 40% by 2030 as part of the failed levelling-up strategy. Will the Secretary of State say whether he intends to maintain that target, and/or what steps he will take to ensure that funding is available to drive regional growth and innovation?

The author Howard Jacobson recently wrote that the sustained media coverage of children being killed in Gaza was functioning as a new “blood libel” against the Jewish people. My right hon. Friend will be aware of the horrendous role that that blood libel has played in the violent pogroms and horrendous antisemitism across history. Will she clearly state that the accurate reporting of the terrible deaths of thousands of children and, equally importantly, the humanising of those vibrant lives cut short by the actions of the Israel Defence Forces are a critical part of the work of a free media in our country, so that our constituents can see the horrendous suffering that is happening in Gaza and Lebanon right now?

The Department’s future capability innovation programme accelerates innovation in operational capability. Given its success in delivering rapidly prototyped drones to Ukraine, and in growing the UK drone sector as part of the process, how will the Minister make sure that the lessons learned from the programme are adopted across defence procurement, especially in areas such as cyber-security and artificial intelligence, to ensure that innovation is rapidly operationalised and that a higher proportion of the work goes to British small and medium-sized enterprises?

This announcement is fantastic news for the north-east and for the country. It will place us at the forefront of a critical and growing sector, it will help to re-industrialise regions that have been de-industrialised by successive Conservative Governments and it will deliver thousands of well-paid jobs—jobs that people can raise a family on. For the benefit of those with genuine concerns about the feasibility of this technology—as opposed to those playing party politics with innovation or those ideologically opposed to industry—will my right hon. Friend say a little more about the world-leading research and innovation that will carry on alongside this deployment, and particularly about the carbon storage research facility and the work that it will do?

For as long as I have been a Member of this House, my constituents have looked upon London with envy for one reason, and one reason only—its cheaper and more reliable bus services with real-time bus information. Too often, my constituents do not even know if a bus is coming to the bus stop, never mind when. Kim McGuinness, our regional mayor, has committed to taking back control of buses. Can the Minister set out how he will work with her and support her to deliver the bus services that my constituents need and deserve after 14 years of Tory failure?

I thank the Chancellor for her response. Last year, the north-east attracted 67 foreign direct investment projects, creating over 4,000 jobs. In the key growth sectors, from advanced manufacturing to health and tech, those who know the north-east know our huge potential, and I know that the Chancellor recognises that too. What is she doing with the Mayor of the North East, Kim McGuinness, to ensure that more global investors are aware of the north-east’s strengths and that we can attract more inward investment, creating more jobs?

I welcome the Government’s decision to suspend certain licences to sell arms to Israel; my constituents are horrified by the unimaginable and unacceptable suffering in Gaza, and certainly would not want any British exports to contribute to it. My constituents are also horrified by the unimaginable and unacceptable suffering of the hostages who have been held for over 11 months, many of whom have been killed. The Foreign Secretary will have seen the protests in Tel Aviv last night, and the strikes called by Israeli labour unions to try to persuade the Israeli Government to make a deal and bring hostages home. From his discussions with the Israeli Government, what does he think are the main obstacles to a deal that brings the hostages home and delivers a ceasefire in Gaza?

My constituent Tracy was recently issued with a section 21 notice to quit and, at the same time, a section 13 rent increase that she cannot afford. She fears being made homeless with her children, so she got in touch with Newcastle city council for a council property, but the wait is 27 weeks on average and often much longer. When will good tenants be protected from unfair evictions and extortionate rent increases?
