Charlie Dewhirst MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Speeches

May I echo the Secretary of State’s comments in relation to the sad passing of Sir Desmond Rea? In response to the Dillon judgment, a Northern Ireland spokesperson said on 7 May: “We welcome the clarity provided today by the Supreme Court, which has confirmed that the ICRIR is fully equipped to deliver human rights-compliant investigations”. Does the Secretary of State therefore accept that the courts have determined that the ICRIR as presently constituted is sufficiently independent to conduct its investigations? If so, why is there any need to make these cumbersome changes in his proposed Bill?

It has been over a year since the verdict, so what is the Minister doing to persuade non-compliant public sector bodies, like the NHS, to implement the Supreme Court ruling at the earliest possible opportunity?
- 28 Apr 2026 · Referral of Prime Minister to Committee of Privileges · Hansard source

I could not agree more with my right hon. Friend. It is absolutely astonishing that the decision to appoint an individual to the most important ambassadorial role that we can offer took place in a meeting of which there now appears to be no record. We have three clear issues: a discrepancy in the documents that have been published; an inaccurate recollection of events in response to questions in this House, whether inadvertent or deliberate; and a failure to provide full transparency in relation to this sorry saga. As my hon. Friend the Member for North Dorset (Simon Hoare) said, the Prime Minister is losing in the court of public opinion, and therefore the best route for him now is to refer himself to the Privileges Committee to make his case and perhaps clear his name. As my right hon. Friend the Member for Gainsborough (Sir Edward Leigh) said, it is not always the cock-up—and we know in this case that the decision to appoint Peter Mandelson was a cock-up—that brings you down but the conspiracy.

Q4. I will give the Prime Minister some brief respite from Peter Mandelson. However, he will also be familiar with the name Phil Shiner, the disgraced lawyer who was struck off and convicted for repeatedly inventing vexatious cases against British troops in Iraq. It is something of a surprise that the Prime Minister authored a chapter in Mr Shiner’s book about pursuing our veterans via the European Court of Human Rights. Can I ask him specifically: was he ever instructed by Mr Shiner’s law firm, Public Interest Lawyers, to act in any legal case?
- 13 Jan 2026 · Iran · Hansard source

Not only is the despotic Iranian regime gunning down protesters in the street, but it continues to support terrorist proxies such as Hamas and Hezbollah, it provides drones to the Russian military in Ukraine and it remains a very real threat to this country. While I welcome the statement, will the Foreign Secretary assure the House that the police and the security services have all the tools that they need to keep Britain safe from Iran and its proxies?

The whole House recognises the challenge posed by football hooliganism, but anyone with the slightest knowledge of football would accept that this hooliganism is restricted to a very small minority of fans of clubs and countries across the world. Will the Minister work with colleagues in the Home Office and police forces across the country to ensure that next time an Israeli club draws a British club in a European competition, or the Israeli national side draws one of the home nations in a qualifying competition—or, indeed, if Israel were to qualify for Euro 2028—those fans would be welcome in the United Kingdom to enjoy our football and our hospitality?
