    Mayor of the East Midlands, Claire Ward, has secured £2 billion for transport to and between Derby and Nottingham. Considering that the east midlands has languished at the bottom of the list for transport spend per person, does my hon. Friend agree that this Government are taking strides to ensure that the growth that comes through transport is felt in every corner of the country?

    In the east midlands, we saw our bus routes cut by 60% under successive Conservative Governments. Does my hon. Friend agree that buses have a huge impact upon people’s lives and their ability to access opportunities in training and work, to get to health appointments and to connect with family and friends? Does my hon. Friend agree and welcome this Labour Government’s focus on enabling better bus travel, which is the right direction to go?

    With 80% of offenders being reoffenders, does that not show that our current system is really broken and that we need a different approach? Does my hon. Friend agree that we have an opportunity with the sentencing review to keep our communities safer by properly addressing reoffending?

    My husband was an Army reservist who served in Afghanistan. He has not told me a great deal about what his job entailed, but he has told me about taking flights in helicopters that hugged mountains on which the burned-out remnants of Soviet tanks stood ghostly guard; about his interactions with the people in the Afghan army and the civilians who worked with us; about buying bread from locals; and about visiting the children being treated in the hospital on the international security assistance force army base. Our armed forces are the best in the world. That can be a throwaway phrase used by politicians, but it is one that I stand by, and I know that many families of our armed forces, both in Derby and across the country, stand by it too. As we celebrate Armed Forces Week in Derby, I will be thinking of them. It is essential that our armed forces have the kit, the arms and the technology that they need, and in my view, those who serve our national security by working in the defence industry and their families should have their contribution celebrated, too. We are in a new era of threat that demands a new era for UK defence, so it was absolutely right for this Government to announce the largest sustained increase to defence spending since the end of the cold war, and to have already boosted defence spending by £5 billion this year. As the Government increase defence spending, they are making defence an engine for growth, boosting prosperity, jobs and growth in every corner of the UK. Over the last few weeks, Derby has been mentioned many times in this Chamber. It is one of many cities benefiting from the Government’s commitment to defence and security, which is creating the skilled, secure jobs that we see in our city and across Derbyshire and the east midlands. Under the new defence industrial strategy, UK-based firms will be prioritised for Government investment, and that will drive economic growth, boost British jobs and strengthen national security. Under the last Government, small businesses often felt locked out of defence, and just 4% of Government defence spend went to small and medium-sized enterprises. The Government’s specific support will open the door to small businesses. Derby has a large part to play in this, because we make things there. Rolls-Royce in Derby is known for having created the Merlin engine, first produced in 1936 and used in Lancaster bombers, Spitfires and Hurricanes, but we also have Rolls-Royce Submarines, which builds the nuclear reactors that power our at-sea deterrent. The UK’s submarines are the most awesome and lethal machines in the world’s history. I believe in the power of politics and the power of negotiation to preserve peace, which we all desperately want. However, we have to acknowledge that our submarines, with their sheer size and power, have spoken louder than words for more than 60 years, and they help to underwrite our security. We cannot wish away the threats that are growing; we have to deter them. Time and again, our Prime Minister has confirmed that security and defence are the first duty of Government, and that priority can be seen in the investment that is being made. From submarines to drones, Derby has a major role to play in supporting the Government in making and keeping Britain safe, so that it is secure at home and strong abroad.

    Worryingly, only 9% of secondary vocational learners are studying engineering, manufacturing and construction compared with the OECD average of 32%, so I warmly welcome that this industrial strategy confirms a £100 million investment to support engineering skills in England. Will the Secretary of State outline how that funding will help to meet skills shortages and deliver growth across the country, including in engineering cities such as Derby?

    The Conservatives announced that they were scrapping the northern leg of HS2 in a former railway station, summing up their attitude to the railway and sending shockwaves through the industry, including in Derby, a rail city that will be building the HS2 trains. Will the Transport Secretary ensure certainty and timeliness going forward, so that the industry can have confidence that we will not see further delays, which have already been so damaging for the supply chain?

    I thank the Minister for having taken the time to meet me and hear the case for Saint Benedict school to be rebuilt to be more sustainable, safe and secure. The neighbouring primary school, St Mary’s, is the greenest in the UK and an incredible example of what a rebuild can do to inspire young minds. Will the Minister visit both schools to see, on the one hand, what has already been achieved in Derby, and on the other, the amazing opportunity we have to achieve so much more?

    I will not be alone in having shed tears over the heartbreaking photograph of the Royal Derby hospital doctor, Dr Prateek Joshi, his wife Dr Komi Vyas, and their three beautiful children, Miraya, Nakul and Pradyut, in the aeroplane moments before take-off and then the crash. I was with their friends and hospital colleagues at Derby’s Hindu temple on Saturday, and it made real and vivid the tragedy of all the lives lost in this crash. Can the Minister tell us anything more about how the UK Government are supporting the Indian Government in their safety investigation, and those friends and families who are devastated by this tragedy?

    I welcome this evidence-led action on grooming gangs. It takes courage to come forward and share deeply traumatic experiences, so will the Home Secretary confirm that this inquiry will build on the evidence already collected and recommendations made over previous inquiries, investigations and reports, including the last national inquiry, which in 2022 produced a 200-page report specifically on grooming gangs and looked at over 400 recommendations that had already been made? Crucially, will she ensure that there is no delay to the action that this Government are already taking to bring perpetrators to justice, stamp out these vile crimes and protect our vulnerable children?

    Happy birthday, Mr Speaker. Today’s brilliant announcement backing Rolls-Royce to deliver small modular reactors creates more skilled jobs while also delivering clean, secure energy that does not rely on fossil fuels, even when the sun does not shine and the wind does not blow. Does the Minister agree that the decision shows British business, supported by this Government, again leading the way?

    No one I have spoken to in Derby thinks that millionaires should be receiving the winter fuel allowance, but many will welcome the lifting of the threshold so that more people receive it. Does the Minister agree that this shows the Government listening; it shows money being targeted at where it is needed; and it shows what can be done with a stable economy?

    In the east midlands we have been raging for over a decade against the inequality that has left our region at the very bottom when it comes to spending on transport per person, and it has taken a Labour Government to start to put that right and begin to unlock the economic potential and raise living standards. Would my right hon. Friend agree that this represents a considerable achievement of our Mayor Claire Ward and shows that, after years in the pit stop, the regions are finally being given the green light to grow?

    Lack of work is a key driver of reoffending. Derby medical manufacturing company Pennine Healthcare has some offenders who work for the company on day release, but it is exploring a project to manufacture in prisons, providing skills and potential work on release. Does the Minister agree that, rather than the continuing revolving door of reoffending, we need to ensure that there is both punishment and meaningful rehabilitation? May I invite the Minister to visit and learn more about the project?

    Our British fleet of submarines are the most awesome and lethal machines in the world, keeping the peace unseen and unheard below the waves for generations. As my right hon. Friend the Defence Secretary said, the power in that punch comes from Derby’s Rolls-Royce workers, who give them their nuclear reactor cores. Will the Defence Secretary tell Members how we can be involved in the recommended “national endeavour” public communications campaign to make it absolutely clear how fundamental our at-sea deterrent is to our national security?

    When I spoke at the Make UK Defence summit in Derby, I met with lots of small and medium-sized businesses in the sector. The issues that they raised with me were echoed during my visit last week to a local composites manufacturer, Pentaxia, including accessing finance to grow and complicated defence procurement processes. What is the Defence Secretary doing to engage with small and medium-sized companies to ensure that they can get a fair crack at Government defence contracts?

    Is the right hon. and learned Member as concerned as I am that the panel does not even need to consider looking at evidence from family, friends, or those caring for or treating the person? Is he also concerned that although the panel might be required to hear from the person, that will only be in exceptional circumstances and there will be no requirement to ask any questions at all?

    My hon. Friend will know that we have some incredible youth services in Derby. He has mentioned some, but there is also the local YMCA, the Derby Youth Alliance and DE23 Active. Does he agree that it is disgraceful how many other services have closed because of Tory austerity cuts?

    Derby is the centre of the largest rail cluster in Europe—an east midlands cluster employing 45,000 people. There is an incredible range of roles in the sector, from engineering to driving, digital to welding, advanced manufacturing to customer services, and many more. However, with a third of workers in the rail sector aged 50 or over, it faces a significant shortage of rail skills in the future. What role can Great British Railways, with its headquarters in Derby, play in ensuring that we have the skills we need for the future?

    It is a pleasure to serve under your chairship, Sir Jeremy. I congratulate my hon. Friend the Member for Battersea (Marsha De Cordova) on securing this important debate. Our churches and religious buildings are so much more than the stone and bricks and mortar that they are made from, but if their walls and roofs fall down, then what we lose is far greater too. In Derby, we are blessed to have churches, Sikh gurdwaras, Hindu temples and Muslim mosques, and in the middle of our city, we have our cathedral. Next year, it enters its 100th year as a cathedral, although its tower dates back to the 16th century. It is our tallest building at 212 feet—that height is rather firmly imprinted on my memory, having abseiled from the top of it for charity alongside my then nine-year-old. Inside the tower is the oldest ring of bells in the world. The oldest is more than 500 years old, older than the tower itself, and they peal out across the city. At our VE day celebration, there was a commemorative peal that lasted three hours, which was no small feat for the bell ringers, the youngest of whom was 10 years old. The coming together of people of all ages always strikes me in our churches and religious buildings, and the churches in our city have groups from the little nippers to the university students coming together at St Alkmund’s or the monthly tea for older people at St Peter’s. I had lots of really interesting studies and stats about loneliness and crossing generational divides, but given the three-minute limit I will have to leave those out. We have heard from many Members, and I am sure we will hear more, that the work done in our churches is so often there to meet the wider need in our communities, with food banks, community cafes and warm spaces such as that at St Philip’s church in Chaddesden, to name just one. Often, it is in our churches and religious buildings where we see examples of humanity at its best and looking after one another. Nearly 80% of Church of England buildings host more than 31,000 social action projects a year, and His Majesty’s Treasury Green Book estimates that for every pound invested in our church buildings, the benefit to communities is over £16. Our religious buildings are often opened up for wider cultural events as well as social action. At Derby cathedral, people have heard Queen by candlelight. Again, I had a whole list of other events, but Members will have to look them up for themselves. The incredible sound of Derby cathedral choir fills the cathedral most days, giving moments of peace and reflection in busy lives and what feels like an uncertain world. I would like to give a final example of the work of our church going out beyond their walls. Derby cathedral has a music in schools programme that is currently working with more than 900 children weekly across 17 different schools. To hear their voices fill the cathedral creates moments in time that nourish the soul. Those buildings were built with the knowledge that they would build communities and lift the health, education and culture of Derby and of every part of our country. I would ask that the Minister ensure that all the social good carried out within the bricks and mortar—but which extends so far beyond them—is taken into account when decisions on funding are made.

    I completely agree. Firms hand out more than 43,000 parking tickets to motorists every day—one every two seconds. In line with what my hon. Friend said, I acknowledge the important role that private car parking plays, especially in our city and town centres. I want people to shop in our brilliant independent shops, such as those on Sadler Gate. I want people to be able to go to our fantastic restaurants, such as Lorentes, BEAR, the Dining Room and the Bookcafé. I want them to visit Derby theatre and our brand new 3,500-capacity performance venue, Vaillant Live. We need to ensure that when people use private car parks, they do not feel ripped off.
