    Just to be entirely clear, it was the property rights element of the hon. Member’s contribution that I thought was beyond scope. I think all Members—the House will be conscious that I have not been in the Chair very long—might like to stick to the scope of the amendments and what we are actually debating this afternoon.

    We now come to the Select Committee statement on behalf of the Joint Committee on Human Rights. Alex Sobel will speak for up to 10 minutes, during which no interventions will be taken. At the conclusion of his statement, I will call Members to ask questions on the subject of the statement, which must be brief questions, not full speeches.
