Calum Miller MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

The shambolic process of securing this deal has left many questions for the House, but the glaring omission at the heart of that negotiation has been the failure by successive Governments to properly consult the Chagossian people. For much of their history, Chagossians have been denied consultation on who governs them and their right to self-determination. We Liberal Democrats now fear that in handing over the sovereignty of the islands to Mauritius without properly reflecting the interests of Chagossians, the Government are only reinforcing that legacy. The right hon. Member for Witham (Priti Patel) criticises the actions of Liberal Democrat peers in the other place, yet only the Liberal Democrats championed the rights of the Chagossian people and secured a commitment from the Government to make statements to both Houses on their approach before ratification. In the light of those shortcomings, it is wrong that the Government have not brought the treaty to this House for scrutiny. Will the Minister reverse that decision today and give parliamentarians the opportunity to assess and vote on the final deal?

I recently met a support group in my constituency of those who suffer from ME, chronic fatigue syndrome or long covid. Their description of the devastating impact of those variable conditions was very affecting. If one of those people were to have an improvement in their condition, meaning that they were no longer eligible for PIP, and then to re-present for assessment, would they be entitled to return to the PIP level they were on previously, or would they be treated as new applicants under the terms the Secretary of State has described today?

I very much welcome the Lord Chancellor’s statement, and I know that victims and survivors of domestic abuse and sexual violence in my constituency will do so as well. I thank her and her ministerial colleagues for their cross-party working, including with my hon. Friends the Members for Eastbourne (Josh Babarinde) and for Twickenham (Munira Wilson). On the domestic abuse recommendations and the application of domestic abuse at sentencing, will the Lord Chancellor consider whether it is possible to tag those offences retrospectively, as well as at sentencing? Also, I welcome her remarks about transcripts and transparency. In the light of the pilot on transcripts for sexual violence and rape cases, will she consider including in that pilot the entire transcript, not just the transcript of sentencing?

I welcome today’s announcement of new money for GPs’ surgeries, but GPs in my constituency tell me that they cannot get capital out of the integrated care board and that the Valuation Office Agency consistently undervalues the cost of rents, making future building impossible. Will the Secretary of State agree to meet me, and GPs from my constituency, in order to understand the problem better?

  • 22 Apr 2025 · Residential Estate Management Companies · Hansard source
    More

Across my constituency, from the largest developments with more than 1,000 homes to the smallest with just a dozen homes, residents are benighted by the lack of transparency of those who run the management companies. Does my hon. Friend agree that a great step forward would be for the Government to insist on the timely publication of itemised accounts, so it is much clearer to residents how their money is allegedly being spent on their behalf by the management companies?

  • 1 Apr 2025 · Adoption and Special Guardianship Support Fund · Hansard source
    More

I congratulate my hon. Friend the Member for Twickenham on securing this urgent question and this commitment from the Government. I recently received the following email from a constituent: “Since adopting my children I have received absolutely no support at all. After 15 years of caring for a severely traumatised child, I heard about the post adoption support team… They applied to the fund and my son has just had his first assessment session and we are awaiting the report… He has been failed at every step of his life—please don’t fail him again.” My constituent will be pleased to hear today’s announcement, but on their behalf I want to ask the Minister two questions. First, will she do everything in her power to ensure that local authorities are signposting adoptive parents to the support of this fund and the eligibility for it? Secondly, taking into account her comment that she has “no plans” to prevent the fund continuing, will she and her Department ensure that the announcement is made no later than September on the funding of the scheme in future financial years, given that the spending review is due before the summer?

  • 26 Mar 2025 · UK-China Relations · Hansard source
    More

I am very grateful to the Minister for bringing her expertise to the topic. She has highlighted the way in which the Government is trying to deepen that relationship with China, in the belief that by having a better relationship, we can better serve UK interests. However, I think she will recognise that whether it is in the case of Jimmy Lai or in the bounties placed on Hong Kong activists, the relationship goes only one way. Could she say a little bit more about the sticks that the Government are prepared to use if they do not get the outcomes that we are looking for?

  • 12 Mar 2025 · Rural Communities: Government Support · Hansard source
    More

Many of my constituents suffer some of the worst mobile and broadband coverage in the country. That is a particular concern for vulnerable households, who are no longer able to access copper-wire telephony and are forced to rely on internet protocols. What are the Government doing to make sure that vulnerable households still have access to phones in an emergency?

  • 11 Mar 2025 · North Sea Vessel Collision · Hansard source
    More

I thank the Minister for his full statement, and I associate myself with remarks made about the potential loss of life and the communities affected. I understand that the priority is dealing with the immediate incident, and that there will be a full investigation by the Maritime Accident Investigation Branch in due course. Given that the Royal Navy has deployed vessels to the North sea to monitor hostile states’ activities on and under the sea, will the Minister assure us that the Government and their agencies will undertake an assessment, so that we can be clear that there has been no foreign interference in this terrible accident?

  • 24 Feb 2025 · Plant Oxford Site · Hansard source
    More

More than 300 employees at the BMW plant in Oxford live in my constituency, and this morning I met plant convenors from the Unite union to discuss the impact that the uncertainty at the plant is having on those workers and their families. Can the Minister outline exactly how the new industrial strategy will help the plant to become more competitive, in the face of severe competition from other BMW plants in the EU, the US and China?

There is strong evidence that Russia has sought to influence the outcome of elections in Georgia, Moldova and Romania, and it may now be doing so in Germany. Is the Foreign Secretary confident that the current measures to track Russian money and misinformation in the UK is sufficient to protect the UK from similar interference, and does he think that the role of Russian money in funding UK political parties should be investigated to ensure that our elections remain free and fair?

My constituent Kevin had to stop work in 2018 due to a medical condition. He is desperate to find a job, but has consistently found that he is not eligible for support from his local jobcentre. Kevin asked me, “How does someone who has fallen out of work get back into work?” Will the Secretary of State or a Minister meet me to discuss Kevin’s case, and see if, together, we can answer his question?
