    I thank the Leader of the House for announcing the Backbench Business for the Chamber next week. On Thursday 5 December, the business will be a debate on detained British nationals abroad, which is a topical subject, given the Prime Minister’s announcements today, and a debate on improving public transport—those of us who were here for Transport questions will know why that is topical. I would be grateful if the Leader of the House could ensure that we get Thursday 12 December for Backbench Business, because we have a queue of debates that need to be held in the Chamber. I give the House an early warning that the annual pre-Christmas Adjournment debate will take place on Thursday 19 December. In addition to the business in the Chamber that the Leader of the House announced, there will be a full three-hour debate on the fishing industry in Westminster Hall next week. With your permission, Madam Deputy Speaker, there will be a debate on the domestic production of critical minerals on Tuesday 3 December, and a debate on pelvic mesh and the Cumberlege review on Thursday 5 December. On Sunday, I was proud to be at the Cenotaph, where more than 3,000 members of the Association of Jewish Ex-Servicemen and Women paraded to commemorate those who gave their lives in the great war, world war two and subsequent conflicts. I am grateful that Lord Coaker was there on behalf of the Government to lay a wreath, which demonstrates the Government’s commitment to the movement. Will the Leader of the House join me in congratulating the Community Security Trust, the police and the security services on enabling AJEX to hold the parade and to commemorate all those who have given their lives in the service of this country?

    I welcome the commitments that the Prime Minister shared with Prime Minister Modi in their discussions. The Prime Minister set out in his statement the position on reigniting the free trade talks that began under the previous Government. Did he set out any red lines on that free trade agreement, and has a timetable been agreed? The previous Prime Minister promised a free trade agreement by Diwali. Will this Prime Minister set a different timescale?

    T2. Recently, I hosted a briefing event for People for the Ethical Treatment of Animals, where strong evidence was presented that almost all drug research and research into other products could be done without abusing animals. Will the Secretary of State take the opportunity to ensure that we no longer experiment on animals and that we use other methods to get products into service?

    One of the lessons from the pandemic is the importance of NHS communications. Last week, I joined victims of the sodium valproate scandal to hand in a petition. They tried to download from the website the Medicines and Healthcare products Regulatory Agency’s yellow card adverse drug reactions literature, but were unable to do so. Will the Secretary of State look at this as a matter of urgency? People need to be warned about the risks of taking certain drugs.

    Following the election of President Trump in the United States, there will clearly be much more pressure from the new US Administration on other countries in NATO to step up to the mark and put in the resources that they should be putting in to safeguard the defence of Europe. What action will the Secretary of State take to show leadership and ensure that other European countries step up and keep Europe safe from external threats such as Russia, China and beyond?

    Local authorities across the country will welcome multi-year settlements, so they can plan for the future. However, does the Minister have any plans whatever for a revaluation of properties, given that properties were originally valued back in 1992, when council tax began? The hon. Member for Sheffield South East (Mr Betts) and I produced a Select Committee report on what could be done to ensure that councils need not be strictly neutral in terms of finance, and could revalue properties to bring valuations up to date.

    Just wait a minute. [ Laughter. ] This morning, Historic England released a report saying that 599 buildings in London are in danger. That does not cover the rest of the country, but it includes this place. I know that there is a long-term plan to look at what we will do about this place, but will the Leader of the House arrange for a statement to be made by the appropriate Minister on the progress made and how we can bring forward the decision to be made about the place in which we work?

    I am grateful to the Leader of the House for announcing the first Backbench Business of the Session for next week. For the following week, we have offered a debate on the international status of Taiwan—we hope that will take place—and a debate on freedom of religion in Pakistan. Of course, this afternoon in Westminster Hall we have our first allocated debate, on respiratory health, and who better to lead that than the hon. Member for Strangford (Jim Shannon)? The Leader of the House mentioned tackling Islamophobia and Islamophobia Awareness Month. We had an application on that and have offered its sponsor a debate next week, but we are yet to hear whether they wish to take that up. We are developing a queue of debates for the Chamber and Westminster Hall. I urge the Leader of the House to announce business for Westminster Hall when she announces business in future so that we can up its status.

    The Minister will understand that GPs are private contractors to the health service, as are pharmacists, hospices and many wonderful charities. The Government have decided to ensure that the public sector is protected from the national insurance increase. All that the Minister—or her Secretary of State—needs to do is agree that all the suppliers to the national health service are also protected, which would safeguard their position. Otherwise, care homes will close down, pharmacies will close down, and hospices will not be able to provide their services. My constituency has the wonderful St Luke’s hospice, which does brilliant work—I helped to found it back in the 1980s—and which has told me that it will have to reduce services drastically as a result of the changes. Whenever nurses and other medical practitioners get a pay rise, those suppliers have had to cope without being given the money to fund that pay rise. They need to be protected from that as well.

    There is a massive difference between Crown post offices and sub-post offices. Crown post offices are more expensive to run: they offer a bigger range of services and they are dedicated to the work of the Post Office. Given those costs, the Minister will know that several Crown post offices in his constituency and in mine are under threat. Will he give a commitment to the House that none of those Crown post offices will be downgraded before the Green Paper is issued and the future of the Post Office is decided?

    Further to the question from my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) about incoming Administrations in Mauritius and the United States, our allies in the United States will clearly have serious concerns about what the proposals are. Will the Minister set out when the treaty is expected to be signed and, indeed, whether this House will get a say over whether that treaty should be signed before it is cast into law?

    Women fleeing domestic violence are vulnerable and in desperate need of support and help, but often local authorities, which are supposed to help, do not enable women to get a place to live or receive their benefits. In the last Parliament, we tried to make sure that women in such circumstances could have a relative claim their benefits. What action will the Minister take to ensure that those women are given the support that they need in their desperate times?

    The good news is that the Backbench Business Committee will be meeting on Tuesday. We are open for business, and a steady series of applications has started, particularly from one of our long-term season ticket holders. We are going to be open for requests for 90-minute or half-day debates; it would be very exceptional for us to grant a full day’s debate. We are also going to keep a very close eye on whether those people who make or support applications actually turn up and speak in the debates that are allocated. We had a very good meeting with the Leader of the House earlier this week, and I am looking forward to her announcing time for the Backbench Business Committee to allocate debates. Mr Speaker, you have very graciously granted us the use of Speaker’s House for the Diwali reception on Monday, for which we thank you. To Hindus, Sikhs and Jains, I wish Shubh Deepavali for today, and Nutan Varshabhinandan for Saturday.

    The run-up to the vote in the Knesset was that UNRWA confirmed last Thursday that its employee Muhammad Abu Attawi actually led the attack on Kibbutz Re’im, where British national Aner Shapira was brutally murdered—after throwing seven grenades back at those attacking him, he was killed by the eighth. Given those circumstances, what assessment have the Government made of UNRWA employees’ direct involvement in the 7 October attack? Until the individuals involved are rooted out, there will of course be mistrust in UNRWA delivering the aid we all want to see going in. Will the Minister take action on that issue?

    Emily Damari was shot, abducted and is still in captivity. She is the last British hostage held in Gaza—she is literally on her own. I am sure the Foreign Secretary will join me in commending Mandy and her family for all their efforts to get Emily released. One positive move we could make would be during the visit by the high-level Qatari delegation that is due to arrive in a few weeks’ time. When we have such delegations, normally things are arranged in advance, so will the Foreign Secretary prevail on Qatari officials to do all they can to get Hamas to release the last British hostage and all the hostages who are held in captivity in Gaza?

    The Foreign Secretary gave a comprehensive list of the matters that he raised, and he hinted at the reaction when he raised them, but he has not told us that anything will change as a result of the discussions. I will give him a chance to do that: what will happen to the plight of the Uyghur Muslims as a result of his visit?

    The provision of blue-light escorts is clearly a matter of operational policing, but last week my colleagues on the London Assembly wrote to the Chancellor of the Duchy of Lancaster asking for an inquiry into the provision of tickets to politicians, including the Labour Mayor of London, and the pressure that was then applied to the Metropolitan police to provide an escort to Taylor Swift. Will the right hon. Gentleman conduct a review so that we can see what happened and ensure that, if mistakes were made, they are rectified and this does not happen again?

    Thank you, Mr Speaker. I am looking forward to the magical words “business to be nominated by the Backbench Business Committee” in future weeks. I think there is one remaining member of the Backbench Business Committee to be appointed, which prevents us from meeting, so I urge the House to get on with that. May I suggest to the Leader of the House that it would be helpful if she announced the business to be held in Westminster Hall at these sessions? That would elevate the status of Westminster Hall debates. Today we have seen the Charity Commission publish a damning report on Mermaids, which concludes that the charity’s poor governance has led to mismanagement. That has serious implications following the statutory inquiry into not only Mermaids, but other charities that look after vulnerable children. Could we have a statement from the Government about what action they will take to ensure that vulnerable children are protected, and that charities do not mismanage the resources they are provided with?

    Children with special educational needs in Harrow face long journeys to get to the schools they need in order to deal with their problems, something that the previous Government recognised. The three MPs in the area, on a cross-party basis, the council and all the headteachers agreed that there was the need for a new special educational needs school in Harrow. The site has been acquired, but since the general election everything has gone quiet. I do not expect the Minister to give an update here and now, but will she undertake to review the position and come back to the three MPs and the council to ensure that we provide that school for the benefit of the children of Harrow?

    Intercepted communications demonstrate that Hamas are struggling to find room in their warehouses for the aid that is arriving. What action will the Minister take to ensure that UNRWA actually gets that aid to the people who need it—and we accept they need it desperately—when Hamas are preventing it from reaching the Palestinian population?

    I apologise for not being here earlier. Can the hon. Gentleman confirm that we are spending more than £1 million a month on just the maintenance of this Palace? The long delay—there is no reason for it—over making these decisions lengthens the process and leads to the taxpayer paying more money, and it is leading to more degradation of this Palace as we sit here.

    I look forward to meeting the Leader of the House next week to discuss the Committee’s work. I have encouraged parties on both sides of the House to ensure that we get the names in so that we can get the Committee up and running, but given that we are not up and running yet, may I make a suggestion for the general debate on 28 October that the Leader of the House has announced? Many of my Jewish constituents enjoy playing golf at Hendon golf club. Recently, during Yom Kippur, the most abhorrent antisemitic statements were raked into the bunkers. That is under police investigation, but may we have a debate on 28 October on how we can create measures to combat hate crime across all religions and all backgrounds, so that we can unite and show the House that we are determined to stamp out behaviour of this abhorrent nature in society?

    T6. To correct the Secretary of State, the Tobacco and Vapes Bill went through its Committee stage in the previous Parliament, with several amendments proposed across the Chamber, which the then Minister, Andrea Leadsom, agreed to take away and bring back. Will he incorporate those amendments so that we strengthen the Bill?
