Last year, the UK imported 43% of our energy. Does the Secretary of State agree that, as well as protecting bill payers from the volatility of international fossil fuel markets and giving us energy independence, we have the potential for economic benefits from exporting electricity and hydrogen through the clean power plan?

The last Government promised to give more contracts through procurement to small businesses, but failed to do so for 14 years. Instead, they chose to use Government contracting to support their mates through covid. Will the Minister confirm that this Government will use the power of Government spending to contract directly with small businesses to support local companies and economies across the country, in stark contrast to the Conservative party’s enrichment of their mates?

The shadow Chancellor was touring the TV studios this morning to say that the Conservative party did nothing wrong in government. Will my hon. Friend confirm that the reason for the changes to national insurance is precisely to plug the £22 billion gap that the Conservatives caused and to ensure that our constituents can get a hospital or GP appointment?

The previous Government were warned before the election, including multiple times in this Chamber, about the damage they were doing to the car industry. The constant changes of policy on net zero, missing targets on the roll-out of charge points and the failure to even allocate the rapid charging fund have all undermined consumer confidence. Will my right hon. Friend make sure that, as soon as possible after his review, he balances the needs of manufacturers of cars and vans with the needs of consumers?

May I gently say to the shadow Secretary of State that she really should not believe dodgy headlines in The Daily Telegraph ? In fact, I am not sure whether headlines in The Daily Telegraph are ever not dodgy, based on what she was quoting. More importantly, though, let me congratulate the Prime Minister on his leadership at the conference of the parties, and the Secretary of State on leading the negotiations, and not least on delivering the £300 billion of climate finance for developing countries. He set out this country’s achievement since the general election; to what extent will the combination of what this country showed at COP and what we have delivered at home since 4 July encourage countries around the world to play their part in addressing the climate crisis?

Further to that point of order, Mr Speaker. As you well know, John had many connections with the north-west of England. He went to school on the Wirral. He was a parliamentary candidate in Southport, and he returned there to campaign in the 2017 general election. He was a seafarer out of Liverpool, and he was presented with a trophy by Anthony Eden, whom the Prime Minister mentioned. The trophy was for winning a boxing bout on board ship, and it was there that he honed the craft that may have led to what he was known so famously for later on. When I came here in 2010, I bumped into John in the Committee corridor, where he was sitting at a desk working. He said he was there because, despite being a former Deputy Prime Minister, he had to share an office with four other Members of the House of Lords—he had recently been ennobled—and he moaned about the fact that there was no preferential treatment for him. However, despite the moan, he was getting on with the job, as John always did. My favourite story of him is when, during the 2010 election campaign, the battle bus turned up on grand national day outside Aintree racecourse. He had a campaign to keep the grand national free-to-air on terrestrial TV, and there he was with his loudspeakers haranguing the racegoers to come and sign his petition, which they did in droves. Not only did they sign the petition, but they queued in large numbers for selfies with John. That goes to the point about the affection in which he was held, and the impression that John made that day will stay with me forever. When I came here and was serving in this place, as he was serving in the Lords, he was a source of terrific advice to me, and I am proud to have counted John as a friend over the years. I send my best wishes to Pauline, David and the rest of his family. May John rest in peace.

Some farmers benefited from international trade agreements under the previous Government. Unfortunately, it was mostly Australian and New Zealand farmers, not British farmers, who benefited. Will my hon. Friend confirm that this Government will prioritise British farmers who want to export, not least those who want to export to the European Union, through a veterinary agreement with the EU?

The last Government held a consultation on electricity market arrangements, but despite having said that that was their flagship policy in this area, they did not publish the results of that consultation. Does my hon. Friend agree that electricity and, indeed, energy market reform is crucial to achieving the Government’s stated 2030 clean energy targets and to reducing bills, and can he say whether this Government will publish the results of the last Government’s consultation and if so, when?

There is a shortage of technical skilled workers across our economy. It is a chronic problem, not least in sectors such as clean energy. For example, there are only 3,000 registered heat pump installers, but to deliver the last Government’s target of 600,000 installations a year we would need 27,000 of them. That is repeated across the economy. Does my hon. Friend agree that schools have a hugely important role in encouraging young people into technical roles? What are the Government doing to support young people into technical, skilled jobs?

It is extraordinary that a small number of wealthy landowners have been using agricultural property relief to avoid inheritance tax. What is more extraordinary is how the Conservatives have defended tax avoidance in the way that they have. Will my hon. Friend confirm to the farmers in my constituency and across the country that the Budget will benefit family farmers through investment in public services as well as through the agriculture proposals?

As my hon. Friend quite rightly said, the Labour party is now the party of business without any question. Does she agree that the measures committed to in yesterday’s Budget on clean energy, carbon capture and storage and hydrogen—which were backed up, by the way, with a commitment from a Canadian investor of another £1.8 billion in offshore wind—show how much this Government are in tune with the business community? We are attracting investment and building on the investment summit, and we will deliver jobs for our constituents and our communities up and down the country.

Unlike the shadow Secretary of State, I am very pleased that the Secretary of State has announced jobs in Teesside—jobs from which my constituents in the north-west of England will potentially benefit. I am also very pleased that we have a Government who are committed to an industrial strategy, and who believe in Government working in partnership with business. The Secretary of State mentioned just how important it is that we have this technology if we are to decarbonise; he quoted James Richardson in making the case. It will be crucial for the abatement of heavy industries such as chemicals, glass—the Secretary of State went to visit a glass factory in the north-west on Friday—and cement, but it will also be crucial for hydrogen production, for the new gas-fired power stations and, indeed, for converting waste into energy. How long does he think we will need this technology for the abatement of heavy industry, and how long does he think we will need it for hydrogen production and production from gas?

I thank the Solicitor General for her kind words, and I congratulate her in turn on her appointment. I also congratulate the Government on their excellent response to the riots over the summer, which she has just outlined. My hon. and learned Friend has talked about the early release scheme, which is, of course, the result of the shortage of prison places inherited from the previous Government, but does she agree that those convicted and imprisoned as a result of the riots, and those imprisoned for inciting the riots, should not benefit from the early release scheme?

I congratulate my right hon. Friend on securing this improved deal. I know how hard he has worked over many years, not just in the short term before and since the election, as he referred to in his answer to the shadow Minister, the hon. Member for Mid Buckinghamshire (Greg Smith). On procurement, will there be a presumption in favour of using British-produced steel both in nationally significant projects in green energy and in defence? That would be in stark contrast to what the previous Government did, in particular with the fleet solid support contract.

There are a great many opportunities for technicians and engineers, which will only increase with the Government’s plans for clean energy and their industrial strategy. However, we are currently short of intermediate and advanced-level skilled workers in this country, so will the Secretary of State tell us how her plans will ensure that more young people make the most of those opportunities, and how our education system will deliver the qualifications they need?
