    It is a shame that the Conservative Members who were heckling the Minister have forgotten their own Government’s failure to tackle the problems of high industrial energy prices. [ Interruption. ] They can heckle again now, but they did nothing in government. Two weeks ago, I was at the Tata steelworks with the Energy Security and Net Zero Committee. We spoke to people locally, who had great concerns that when the blast furnaces there shut—it was too late for this Government to take action to prevent that when they came in—it was some years before the new electric arc furnace technology was ready to be installed and to operate. Will my hon. Friend do everything in her power to ensure that there is not that same gap here? The problem that has caused in south Wales has reminded people of the damage done by previous eras of deindustrialisation, and they are concerned that we are now repeating the same mistakes. Will she confirm that the Government will do everything in their power to ensure that we do not make those same mistakes of deindustrialisation this time?

    The US tariffs have serious implications for UK industry. They are a reminder of the importance of the industrial strategy and Government support, including for domestic steel- making capability, which, sadly, the Conservative party neglected badly over 14 years. Will my right hon. Friend confirm that he is fully committed to the plan for steel, and confirm the importance of our sovereign steelmaking capacity?

    The power outage, which had such a significant effect on Heathrow and its immediate surroundings, has raised real concerns about resilience and back-up in our energy system for major infrastructure projects and sites. The Government have plans for a significant expansion of our clean energy electricity networks, so can the Secretary of State say to what extent the Government will build into their clean power plans the greater resilience and back-up that this worrying example at Heathrow has emphasised are so badly needed?

    UK electricity bills are the highest in Europe compared to gas. Evidence given to the Select Committee suggests that the Government are absolutely right to reduce our reliance on fossil fuels, and it is a shame that some Opposition Members have abandoned an evidence-informed approach to policymaking. Can the Minister confirm whether the Government are considering rebalancing the infrastructure levies on our energy bills, as a way of reducing electricity bills in the immediate future and as a down payment towards 2030 and beyond?

    The Minister was right to remind us that the North sea is a mature basin, she was right to remind us that 70,000 jobs have been lost there in the last 10 years, and she was right to praise the highly skilled engineers who have made such a contribution in the North sea and to the country. She mentioned the skills passport, and said that the Government were making progress with the industry in finding alternatives in the jobs transition. The Select Committee has heard, a number of times, evidence that one of the challenges is the fact that pay in the North sea is significantly higher than pay in equivalent jobs in the renewable sector, and offshore wind in particular. What, at this stage, are the Minister’s thoughts on how we can make pay more attractive for workers moving from oil and gas into renewables?

    Does the Minister agree that it is in the interests of business to see waiting lists in the NHS reduced, roads repaired and the public finances fixed? Does he agree that if Opposition parties do not agree with Labour’s plans, they should set out how they would pay for such improvements?

    The Prime Minister was right to say in his statement that economic security is national security. The same is true of energy security, as we see in the clean power plan. May I encourage my right hon. and learned Friend to use our success in developing alternative energy technology to support Ukraine, giving it energy and national security as we ensure the same here?

    I was pleased to hear the Minister confirm the importance of our energy security, in contrast to what we saw under the previous Government. [Interruption.] Opposition Members can groan all they want, but that is the reality of what was inherited in July last year. As we extend energy infrastructure in this country, can my hon. Friend the Minister confirm how this Government will ensure that we have control of the operation of that infrastructure? Does she agree it is vital that through the industrial strategy we see a renaissance in our manufacturing and greater resilience in our supply chain, all of which adds to the energy security of this country?

    I thank my hon. Friend for confirming the Government’s commitment to supporting production in existing North sea oil and gas fields and for confirming the desire to partner closely with industry and workers on the transition away from fossil fuels. Does he agree that the workers and communities that rely on the North sea would be in a much stronger position if we had not witnessed over the last decade a chaotic mismanagement of the decline in the basin that he has just referred to, and the failure to plan for the loss of 70,000 jobs in that decade alone?

    I congratulate my hon. Friend the Minister on his marathon stint and on the pragmatic and well-crafted analysis of how the Government’s energy policies will address the security of supply and provide the best deal for bill payers. This is in stark contrast to what the Conservatives did, and in particular to what my hon. Friend described as the terrible deal with Drax that they presided over while in office. Today’s statement is a timely reminder of the challenges with Drax, not least given the news over the weekend of further misreporting of the burning of primary forest. NESO, in its future energy pathway, predicted a reduction in the use of biomass as part of the UK becoming more energy independent. Does the Minister, with his announcement, foresee that the cuts in subsidies and in the reliance on Drax will contribute to the Government’s clean power plan, to energy security and to reducing bills for all our constituents?

    Farmers and growers in my constituency want to sell to hospitals and schools, but over the past few years they have found that increasingly difficult, not least because of the procurement chapters in the trade agreements that were concluded by the Conservative Government. Will my hon. Friend confirm that, under this Government, growers and farmers will be able to sell to public bodies and play their part in keeping Britain fed?

    Next week, the Select Committee will be hearing from some of the victims of the botched solid wall insulation installed under the previous Government’s energy company obligation and GB insulation scheme. That includes people whose homes may well have to be rebuilt, as the cost of repairing the damage may be higher. Will the Minister tell us how such a thing could have happened, and will she confirm that she is happy to come back to the Select Committee to add to the comments that she has already made about rebuilding consumer confidence after the disaster under the previous Government?

    AstraZeneca is a key partner in the Liverpool city region’s life sciences innovation zone, as is Maghull health park in my constituency, with its research and development plans. Will my hon. Friend confirm that the Government will engage with partners in the city region, including the University of Liverpool, the metro mayor Steve Rotheram, council leaders and the region’s MPs, to try to recover ground on this deal, which will add to the success we have already seen with AstraZeneca in the city region and across the country?

    The vote of confidence by PwC, the upgrading of the growth forecast by the International Monetary Fund and the £63 billion announced at the growth summit are all indications of this Government’s successful plans. Does the Minister agree that they are added to by the clear direction on green investment in energy projects and that that will deliver success for our economy, as well as contributing to our climate targets?

    I thank my right hon. Friend for her statement and for announcing the public inquiry. I want to remember Alice, Bebe and Elsie, and their families and friends. I also want to remember the other victims of the attack and the first responders, some of whom have given harrowing accounts over the last six months of what they found at the Hart Space in Southport. Does my right hon. Friend agree that we in this House should recommit to the principle that nothing that we say or do in this place or elsewhere should prejudice criminal proceedings or prevent justice from being secured? Does she agree that to have done so in this case would have been an insult to the memories of Alice, Bebe and Elsie, an insult to their families and friends, and an insult to everyone in the community in Southport who were, and remain, so badly affected by what happened on 29 July last year?

    While listening to my right hon. Friend’s statement and the shadow Minister’s response, I have been reflecting on those friends who sadly died during the pandemic. I am sure everybody in the House will have their own experiences. My right hon. Friend mentioned the need for a new national pandemic planning exercise. After the last one, one of the press reports suggested that a recommendation was for senior Ministers to act quickly if a pandemic hit us. Can he confirm that one of the ways in which improvements will be made in our preparation on his watch will be that senior Ministers will be ready and will make decisions in a timely fashion?

    The shadow Minister missed from his story the role of Liz Truss. When she was the Chief Secretary to the Treasury in 2017, she made the decision to close our gas storage facility. Does the Minister agree that if we want energy security and lower prices, that all depends on reducing our reliance on the volatile nature of the international fossil fuel market? Does that not mean that his clean power action plan for 2030 is exactly the right policy to address the events of the past few days?
