Ben Obese-Jecty MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

I want to touch on state threats. I appreciate what the Minister said about the enhanced tier of the foreign influence registration scheme as it applies to China. Could he inform the House whether Bill Yuen and Peter Wai were registered on FIRS for their role as Chinese state employees? On Russia, on 5 May the Amur-class repair ship PM-82 was spotted around the Galloper wind farm. What steps is he taking to ensure that our offshore infrastructure is protected from Russian-state threats?

The Secretary of State and many of his Front-Bench colleagues keep reiterating that point. He keeps saying that, but I do not believe it is true. Will he explain exactly what he thinks the Leader of the Opposition wanted to do in those circumstances?

Q4. We know that the Prime Minister has been playing fast and loose with ministerial appointments in his chumocracy, so I want to ask him about the first one. [ Interruption. ] Labour Members’ boos mean nothing to me; I have seen what makes them cheer. Jonathan Powell was appointed the Prime Minister’s special envoy to the British Indian Ocean Territory on 6 September, but throughout August he held meetings with Foreign, Commonwealth and Development Office officials and was given access to classified information, including a minute of a meeting between the Prime Minister and the then Foreign Secretary, who is sat next to him on the Front Bench. My question is very simple: when was Jonathan Powell appointed the Prime Minister’s special envoy to the British Indian Ocean Territory, and what security clearance did he have upon that appointment?

The Government recently informed me that they have received 64 category 2 type B extradition notices under section 70 of the Extradition Act 2003, of which 56 have been certified. Fewer than five of those come from Bangladesh. Can the Minister confirm how many of those relate to Members of this House, and whether there are any Interpol red notices that apply to Members of this House?

The Minister may recall that back in November when we discussed the Yantar, I asked him about the circumstances under which the fleet contingency group would be given the green light to conduct a maritime interdiction operation. He responded that it would need to meet international law. I was pleased on 25 March when the Prime Minister put out a statement saying that the Royal Marines special forces would be given the opportunity to interdict Russian shadow fleet vessels, but subsequently, we have not seen any of that take place. The Minister mentioned that criteria would need to be met. There are 544 sanctioned Russian shadow fleet vessels. Can he confirm whether all of them—by virtue of being sanctioned—meet the criteria for being interdicted, or are there vessels in that list of 544 that are in scope, but have not yet transited through our waters?

  • 16 Mar 2026 · Strait of Hormuz · Hansard source

In January, with impeccable timing, the US withdrew its Avenger class minesweepers from the Arabian gulf and replaced them with littoral combat ships; at roughly the same time, we withdrew HMS Middleton, our last minehunter in the region. As of yesterday, two of those littoral combat ships were seen in Malaysia, several thousand miles away, leaving only one, the USS Canberra, which potentially has the ability to deploy autonomous vehicles. This morning, the Prime Minister said that we would deploy autonomous ships to help clear the minefields, but HMS Stirling Castle—potentially the support ship for that—left Portsmouth only this morning, so it is three weeks away. What is the earliest date when the Minister thinks the strait of Hormuz could begin to be cleared, irrespective of the conversations he is currently having with our allies?

Cambridgeshire receives an increasingly raw deal from the Carr-Hill formula, due to the fact that the population demographics have changed so dramatically over the past 25 years. I therefore welcome the announcement that the Carr-Hill formula will be reviewed and that a new formula will be in place by 1 April next year. Cambridgeshire is about to move into a mega-ICB with Bedfordshire and Milton Keynes, so could the Minister allay the concerns in my constituency about how that will affect Cambridgeshire? We are about to see a change in the Carr-Hill formula, and we are about to move into one of the biggest ICBs in the country, which will undoubtedly have an impact on local services.

I concur with Members across the House that the fault does not lie with our individual posties. I pay tribute to Dean and Aaron, who have been fantastic as my posties in Brampton in my constituency. I have been written to by Royal Mail employees in my constituency about the new contract and the pressure that it puts on, with 50% of new postal workers leaving in their first year. Can the Minister guarantee that he will speak to Ofcom about equalising pay and conditions to ensure that we do not see as many staff leaving?

I would like to come back to the drone attack on RAF Akrotiri and the alarming ease with which the Iranian regime was able to penetrate our defences and strike the airfield. That very much suggests that it has little by way of counter-uncrewed aerial systems capability and nothing by way of No. 2 Counter UAS Wing squadrons to deter such attacks. Will the Prime Minister confirm what type of drone struck the airfield? Will he also confirm the origin of that drone? Did it fly from Iran all the way across Israeli airspace to strike Cyprus, or did it come from Hezbollah in Lebanon? Given that we have been attacking Daesh targets this year via Operation Shader, will he strike back at Hezbollah if it proves that the drone came from Lebanon?

I will push back slightly on what the Minister is saying. As we know, the discussion between the UK and the Government of Mauritius around the sovereignty of the Chagos islands started in January 2009 under the previous Labour Government. That was confirmed to me by the Minister for the Overseas Territories, so he might want to bear that in mind. The question I want to ask is about Jonathan Powell, the National Security Adviser who, prior to being National Security Adviser was the Prime Minister’s special envoy to the British Indian Ocean Territories—and still is today. Prior to being appointed on 6 September, he conducted meetings with the FCDO. He confirmed that he had already seen the deal prior to being in post and was then given a hard copy of the deal when he reached Port Louis. When did he attend Port Louis? Was it prior to his appointment as the PM’s special envoy? What security clearance did he have when he saw the Chagos deal for the first time?

On a point of order, Madam Deputy Speaker. On 9 February I asked a named day question about the role of Jonathan Powell in the Chagos islands deal, which was due for answer on 12 February. As of now, 25 February, it has still not been responded to by the Government. How can I best encourage the Government to produce timely and accurate answers to named day written questions on this subject?

Far be it for me to insert myself into the internecine warfare fast breaking out on the Government Benches, but the Minister pushed back when it was suggested that he had received donations from Labour Together. His entry in the Register of Members’ Financial Interests shows £63,000-plus of donations in kind with regards to both his time in opposition and his time in government. With that in mind, if the Public Administration and Constitutional Affairs Committee launches an inquiry into Labour Together, will the Minister and his Department co-operate with it?

The issues surrounding Lord Mandelson and Lord Doyle and their proximity to paedophiles are now intertwined. On 2 January 2026, I tabled a written question, asking the Cabinet Office to publish the findings of the internal investigation that took place prior to the granting of the peerage for Lord Doyle. That investigation was carried out by former chief of staff Morgan McSweeney, but also by his deputy Jill Cuthbertson, who is now interim chief of staff. An investigation is currently under way, but there has already been an investigation. Given that this issue has already been investigated, will the Government commit to publishing the findings of that investigation?

The Minister knows that I have a keen interest in this topic. There were 33 injuries sustained during Exercise Titan Storm. General Dynamics achieved initial operating capability for Ajax on 23 July, and between then and Exercise Titan Storm on 22 November, there were three other exercises: Exercise Scorpion Cyclone, Exercise Cyclone Storm and Exercise Tradewind. I asked the Minister a written question last year about how many injuries were sustained, but I am yet to receive a response. How many noise and vibration injuries were sustained on those three exercises? Will he confirm whether there were any injuries prior to his signing off IOC on 5 November?

The Minister talks about mandatory right-to-work checks in a way that implies it is always the worker who is the bad faith actor in the relationship. Will he explain how mandatory right-to-work checks will be used to check employers, who are often the guilty party for employing people illegally? Will he outline what other agencies will have access to the database in a passive way—that is, without having been asked to provide an individual’s ID—to work out what is going on?
