Ben Maguire MP: speeches

4 Jul 2024–3 Jul 2025

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

T3. After years of broken promises by the Conservatives, this Government have finally confirmed this week that the Camelford bypass project will not go ahead. Having anticipated that for some time, I have already started working with local stakeholders on a plan B. Will the Roads Minister meet me to discuss an alternative way forward?

  • 23 Jun 2025 · Pride Month · Hansard source
    More

I invite the Minister to give way if he can tell us the timetable for that.

  • 12 Jun 2025 · SEND Funding · Hansard source
    More

This is clearly a national crisis. Cornwall ranks 144th out of 151 local authorities for per-pupil SEND funding, and children with SEND needs in Cornwall get almost half the funding of those in Middlesbrough. Does my hon. Friend agree that this gross funding unfairness should be urgently addressed?

I spoke last week to one of my constituents, the daughter of a 99-year-old lady who was looking for her commode in the night. She pressed her personal alarm, but owing to Storm Darragh and the power cuts, nobody came, and very sadly she died in the dark. She was discovered after two days. Does the right hon. Member agree that Ofcom needs to have real teeth now to take account of that and force the communication companies either to put battery back-ups on the masts, or to ensure that constituents get the batteries on their phones to make sure that that never happens again?

  • 27 Feb 2025 · St David’s Day and Welsh Affairs · Hansard source
    More

I thank the right hon. Member for giving way and would like to take the chance to wish everyone a very happy St David’s Day. Does she support my calls to make St Piran’s Day, the national day of Cornwall, which is taking place next Wednesday on 5 March, a bank holiday?

    More

I commend my hon. Friend for his excellent speech. It is great to see the Liberal Democrats supporting St David’s Day being made a national holiday. Will he join and support my campaign for Cornwall to have St Piran’s Day as a public holiday? Gool Peran Lowen.

    Will the Minister give way?

  • 5 Feb 2025 · Closure of High Street Services: Rural Areas · Hansard source
    More

I am delighted that Bodmin in my constituency recently got a banking hub, but other towns like Wadebridge that are an 8 mile, £20 taxi ride away do not have one. Does the hon. Member agree that we could think about mobile banking hubs that would go out to rural areas such as those in his constituency and mine?

  • 5 Feb 2025 · Closure of High Street Services: Rural Areas · Hansard source
    More

Bodmin, in my rural constituency of North Cornwall, has lost almost all its pharmacies; it has one on the high street. The Cornwall health and wellbeing board has stipulated that no two pharmacies can be within 1 mile of each other, meaning that any future pharmacies will have to be at least 1 mile out of town. Does the hon. Member agree that that rule is not helpful to our high streets, and certainly not helpful to our residents in rural areas, who struggle to get to pharmacies?

  • 12 Dec 2024 · LGBT Veterans: Etherton Review · Hansard source
    More

Veterans who suffered from this abhorrent abuse, including a constituent of mine who is up in the Gallery today, suffered the most shocking experiences of brutal rape and assault, and bravely want their story to be told. Does the hon. Member agree that funds should be allocated among the victims on the basis of the severity of their cases, as a small recompense for the vast horrors that they have had to endure and, psychologically, continue to endure?

A North Cornwall constituent of mine was attending the debate from the Public Gallery but has had to leave because of the outrage that he feels. Does the Minister agree that greater financial compensation should be given to veterans such as my constituent, who suffered such enormous harm, including gang rape and severe physical assault that resulted in lifetime disabilities?

I suspect that that will be a question for the Minister when we come towards the end of the debate. It is certainly something that volunteers will seek clarity on so that they can know exactly what is required of them under the Bill. Without adequate training, we will end up with just vague asks of them, and they will not know exactly how to carry out their duties under the legislation.

I spoke to many venues across my constituency this weekend, and actually they were more put off by the ambiguity of the Bill and the lack of specifics that they will be required to undertake. New clause 2 would give them that clarity and ensure that they knew exactly what was required of them under the Bill.

I echo the hon. Member for Macclesfield (Tim Roca): this has been a constructive, cross-party legislative process. I also pay tribute to the Security Minister for the way in which he has engaged with me and my Liberal Democrat colleagues, cross-party. My comments on the Bill are made in that spirit. The purpose of the Bill, as well as new clause 2, tabled by the Liberal Democrats, is clear. I am pleased that the House has been given the opportunity to champion Martyn’s family and their campaign. The Bill draws clear lessons from the tragic 2017 attack and brings fresh commitments to protecting lives.

Does the right hon. Gentleman agree that he is making a compelling case to support new clause 2, tabled by the Liberal Democrats, which would provide for training to address some of the ambiguity that he describes?

  • 31 Oct 2024 · Terrorism (Protection of Premises) Bill (Third sitting) · Hansard source
    More

I really welcome the bipartisan work that the Minister has done on this legislation and also welcome the Conservative party support. I would like to add the Liberal Democrats’ wholehearted support for this important legislation. However, I would like to flag with the Minister my concerns about training, or the lack thereof, under the Bill at the moment. I would like to work with him to explore that area in a bit more detail. That issue has certainly been raised a lot by constituents when it comes to smaller venues just over the 200-people threshold. I would like to clarify that in more detail before we reach Report. The hon. Member for Rochdale rightly raised the comparison with other safety procedures, such as fire. That is a powerful point, but I add that often those fire safety procedures come with training programmes for the staff responsible. I sound that note of caution. I pay tribute to Figen Murray, Brendan Cox and everyone the Committee has heard from. I again give my wholehearted support for the legislation.

Q Sorry, what would be the costs? Keith Stevens: The costs for the extra time of a clerk. A lot of parishes have a clerk who works five to eight hours a week, and they will have to find time to do some of those things.

In terms of training? Keith Stevens: Yes, both training and carrying out the review. When Ms Ball carried out the review, it took quite a long time, didn’t it? Helen Ball: Yes.

The former Member for Thornbury and Yate introduced the triple lock, which was actually a Liberal Democrat policy. Would the hon. Member care to correct the record on that point?
