    I thank my right hon. Friend for this statement; I have waited 14 years for it, and I look forward to such a statement being given to the House in each of the next 14 years. One of the key drivers of climate change is deforestation. One of the key drivers of deforestation is cattle ranching and soy production. One of the key drivers of cattle ranching and soy production is City of London finance, which is used to bankroll what is happening. What restrictions can he place on the financial giants of the City to make sure that we stop this at source?

    Like everyone else, I want to thank my hon. Friend the Member for Edinburgh South West (Dr Arthur) for bringing this important Bill before the House. I had not intended to speak in this debate; I was simply going to intervene on my hon. Friend the Member for Mitcham and Morden (Dame Siobhain McDonagh), but she spoke so comprehensively that it would have been wrong to interrupt her. She spoke about the personal motivation that has brought so many of us to the Chamber today. I have just been listening to my hon. Friend the Member for Knowsley (Anneliese Midgley), who spoke about her own situation, as have many other Members. This year, it is 60 years since my father died of oesophageal cancer and 50 years since my mother died of stomach cancer, both of which are rare cancers. If I said that the treatment in those days was rudimentary, I would be lying; it was cruel. What they went through was awful, and it is appalling that only now, 60 years later, are we in this House trying to change that. This is an historic Bill, and I thank my hon. Friend the Member for Mitcham and Morden—I know what this campaign has meant to her, and to all who loved her sister. I ask the Minister to make sure that everything in this Bill is done as swiftly as possible. We cannot wait any longer.

    I congratulate my right hon. Friend on this package of measures, which will reduce energy costs. The system left by the Conservatives needed to tackle three things: transmission charges, constraint payments and marginal cost pricing, by which the price of gas drives the cost of the whole system. I therefore welcome the strategic special energy plan, which will see assets built closer to their users and lower transmission charges, which comprise more than 20% of the cost of power. I welcome the new transmission lines and storage facilities, which will reduce constraint payments. These are game changers, but 40% of the cost of power still comes from the marginal cost of gas. Can my right hon. Friend elaborate on what he said in response to the hon. Member for North West Norfolk (James Wild) and tell us whether there are any plans to decouple the wholesale price of gas from the system? That is the real game changer.

    Is the Minister as surprised as I was to find that the shadow Secretary of State only half quoted that sentence from the report in Navy Lookout , about making it clearer that “no extreme threat” to European security would go unanswered by both countries, but failed to look at the real purpose here—that it signals a strengthened deterrence posture, as Russia has repeated its threats to use nuclear weapons? Does my hon. Friend agree that this shows that the relationship, which was damaged by Brexit, is now being recreated by this Government? The AUKUS pact and defence co-operation is now a clear priority for this Government, with the European Union, and that is embodied in this new relationship with France.
