Housing is a devolved matter in Wales, but we know that people are struggling with the affordability of everyday life. That is why easing the burden on the cost of living is our priority. We have taken immediate action by removing VAT from energy bills from 1 October, giving millions of households breathing space this winter.

I am sure that the hon. Member will agree that there are always lessons to be learned in this place, but we recognise that more needs to be done on second homes and short-term lets. The UK Government will consider a wide range of evidence on the issue, including learning from other parts of the UK. Affordable housing is of great importance to the Prime Minister. Just last week he announced where more than 70,000 social and affordable homes will be built across England over the next 10 years. This will be transformative, and I hope that the Plaid Government in Wales will follow through on their promise to build 20,000 new social homes in Wales by 2030.

I completely agree with my hon. Friend. The Prime Minister’s announcement to give everyone a route off the streets by Christmas comes with a £442 million boost in funding and a landmark summit to bring everyone together to end rough sleeping. That will not only change the lives of those being given somewhere to sleep and a foundation to rebuild their lives but have huge benefits right across the country. I hope that the Plaid Government will follow suit and ensure that everyone in Wales has a roof over their head this Christmas.

Farming is central to Wales’s economy and rural communities, and we are steadfast in our support for farmers. That is why I regularly meet and speak to farmers and their unions, visiting farms and agricultural shows across the country, including the Royal Welsh show this summer.

We are listening closely to farmers, as we always have. We have announced more to protect family farms. We have changed the allowance for the 100% rate of relief, increasing it from £1 million to £2.5 million. That gets the balance right between supporting farms and businesses, fixing the public finances and funding our public services.

I thank my hon. Friend for her important question. She is absolutely right: these are challenging times right across the country. Wildfires are a stark reminder for us to take care of our environment as we face the ongoing challenges of our changing climate, and we need to mitigate the effects of more summers like this. Most importantly, I want to pay a huge tribute to our incredible fire and rescue services, our police and our military for putting their lives on the line to keep our communities safe.

I beg to move, That the Committee has considered the draft Government of Wales Act 2006 (Increase of Capital Borrowing Limits) Order 2026. It is a pleasure to serve under your chairship, Mrs Harris. I am grateful for the opportunity to debate this draft order today. The Government were elected on a manifesto commitment to work in partnership with the Welsh Government to ensure that the Welsh fiscal framework delivers value for money. It was as a result of joint working between both Governments that my right hon. Friend the Chancellor announced, as part of the autumn Budget last year, some fiscal flexibilities for the Welsh Government’s budget to enable them to better support businesses and public services in Wales. That included increasing the Welsh Government’s annual and cumulative capital borrowing limits, their overall reserve limit and their annual RDEL and CDEL drawdown limits by 10% this year. From next year, each of those limits will be uprated annually in line with inflation. Only one of those limits has a legislative basis: the Welsh Government’s cumulative capital borrowing limit. Section 122A(1) of the Government of Wales Act 2006 currently sets this limit at £1 billion. Section 122A(2) of that Act enables the Secretary of State to vary this limit with the consent of the Treasury. The order before the Committee this afternoon, made under section 122A(2), will increase the Welsh Government’s cumulative capital borrowing limit by £100 million, in line with that autumn Budget commitment. The Welsh Government remain accountable to the Senedd for how they use these increased borrowing powers. The Wales Office will bring forward further orders annually to further increase this limit in line with inflation, as is the current process in respect of the Scottish Government’s borrowing limits. In summary, this order will increase the Welsh Government’s cumulative capital borrowing limit to £1.1 billion, in line with the commitment made at the autumn Budget last year. The changes to the fiscal framework, together with additional funding through Barnett consequentials and the largest settlement in the history of devolution, mean that the UK Government are providing the Welsh Government with nearly £6.5 billion in additional spending power.

I thank the hon. Member for East Grinstead and Uckfield for her contribution. The draft order delivers the Government’s autumn Budget commitment to increase the Welsh Government’s cumulative borrowing limit by 10%. I mentioned in my opening remarks how we got to that. To be clear, this order gives the Welsh Government additional flexibility to manage their own budget; it does not change the overall funding settlement or the Barnett formula. It was agreed at the last Budget and announced by the Chancellor then. The Welsh Government are accountable to the Senedd for how they use these borrowing powers. From Westminster, we will be looking to our colleagues in the Senedd to scrutinise how the Welsh Government use the additional powers. The Welsh Government are accountable for ensuring that this extra borrowing—indeed, the whole borrowing—delivers value for money for the people of Wales and all our constituents. I am very proud to be part of a UK Labour Government who have delivered the biggest settlement in the history of devolution. It will be a game changer, and it will make a difference to people on the ground. I am aware that many Members are trying to get to the football. If there is anything further that the hon. Member for East Grinstead and Uckfield would like to raise, I am very willing to have that conversation, but it is the Senedd that scrutinises the Welsh Government. I am proud of the UK Labour Government’s work in enhancing these powers.

I thank the shadow Minister for her comments. Absolutely; this is about ensuring that all the people of Wales feel the value of these additional spending and borrowing powers. Equally, this Labour Government are proud to ensure that the huge devolution settlement is felt by the people of Wales and in the communities of Wales, not just in one part of the country but across the whole of Wales. As a Wales Office Minister, I am committed to working with my counterparts in the Welsh Government, and with colleagues right across the House, to make sure that happens. I thank the shadow Minister for her productive approach to the debate, and I am grateful for the way in which the UK and Welsh Governments have worked together very closely to produce the draft order. Our steel strategy will revitalise the UK steel sector, restoring domestic production, 50% of which will come from Wales, and securing supply for key sectors and national infrastructure. I really hope that the minority Plaid Welsh Government will support this work to support our Welsh steelworkers.

I am proud that this Government are resetting our relations with European partners to improve our economic and security co-operation following Brexit. The historic first UK-EU summit last year marked that turning point, and striking a deal is good for bills, good for borders and good for jobs. Our focus is on driving that forward and delivering a very strong EU-UK relationship.

Absolutely. Through collaboration and working together, we are creating tens of thousands of jobs right across Wales. Our Welsh freeports and investment zones have the potential to deliver at least 25,000 new jobs in Wales. Our generational commitment to modernise Welsh rail will bring 12,000 jobs in Wales. This is about a collaborative effort right across the United Kingdom to help and support Welsh communities, but also communities right across the UK.

Far too many young people are not in education, employment or training, which is why we have committed to a youth guarantee to grant young people right across the UK, including Wales, the choice to learn or to earn, backed by £820 million of funding. This week, we announced seven more youth hubs for Wales, helping young people build critical skills and find jobs. Those measures will be life-changing opportunities for young people, significantly reversing the increase we inherited from the Conservative party in the number of those not in education, employment or training.

Creating high-quality jobs across Wales is a priority for this Labour Government, which is why we are backing major growth sectors across the country. We have delivered £2.5 billion for small modular reactors at Wylfa, supporting at least 3,000 jobs. Alongside that, new AI growth zones in north and south Wales are expected to create more than 8,000 jobs.

I will take no lectures from the Conservatives and the hon. Member when her party presided over completely unprecedented wage stagnation and businesses took blow after blow, with—to be specific—the worst wage growth performance of any decade since Napoleonic times. On our side of the House, the Chancellor announced just last week the great summer savings scheme, with a reduction of VAT from 20% to 5% over the summer to help families enjoy the summer and use hospitality venues. This will boost local spend and boost the local economy.

The UK Government growth funding has been transformational across Wales, delivering jobs in local communities across all parts of the country. Last week, we announced £134 million for the Cardiff capital region, which has already created 7,000 jobs and is fast on its way to delivering 25,000 jobs for the region. This latest investment will help cement Wales’s place at the forefront of technology and innovation, helping even more businesses to thrive and grow the Welsh economy.

I thank my hon. Friend for her excellent question. We have agreed a £14 billion long-term plan for Welsh rail, with work starting immediately, spanning 43 projects in every corner of Wales and unlocking around 12,000 jobs. New stations and faster and more reliable trains will connect people with communities and jobs right across Wales, benefiting the whole UK.

I do not know if the hon. Member heard my answer just now: I talked about a £14 billion commitment across Wales. I am sure that she does not agree with her party’s plan to rip up that £14 billion commitment to rail, robbing Wales and our communities of a generation of rail investment, connecting communities and delivering jobs right across Wales.

I thank my hon. Friend for pointing that out. The UK and Welsh Labour Governments’ £14 billion plan for rail unlocks and delivers the transport network that Wales needs and deserves, bringing 12,000 jobs, boosting our economy and making journeys faster and more frequent. The plan contains 43 projects for every corner of Wales, including Burns stations in the south-east, electrification to Holyhead, the Swansea metro and the Marches line. While opposition parties want to put those plans on hold, the reality is that our two Labour Governments are working together to deliver transformational change for the people of Wales.
