Andrew Snowden MP: speeches

4 Jul 2025–3 Jul 2026

How these years work

Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Every farmer I speak to is angry and, at times, desperate. None of them thinks that anything has got any better over the last two years. Everyone thinks things are worse—whether it is the taxes, the grants or the allocation of non-farming lands. Members do not need to take my word for it: a recent poll showed that 0% of farmers would now vote for the Labour party. Has the Secretary of State genuinely reflected on why that may be the case?

In Fylde, we are blessed to have nationally and internationally significant events. The women’s open returns to Royal Lytham and St Annes this year, and the Lytham festival is going from strength to strength. Our Sunday rail services are important for these events, but they are often cancelled because of a lack of conductors at Northern Rail, which was nationalised back in 2020, as well as the inability to get staff to do overtime. Would the Minister be willing to meet me and representatives from Fylde to discuss how we can get extra and more reliable Sunday services to support our important tourism industry?

Like the hon. Gentleman, I am a north-west MP representing a rural constituency. Even those of our constituents who work in big suburban areas like Manchester and elsewhere still need to get to a train station, so even those who spend significant time in larger urban areas still rely on their car to be able to get to what resembles public transport to commute to and from work.

As winter takes its toll, many Members of this House will, like me, be finding their best angry faces and awkwardly pointing at potholes in their constituencies, but this year many residents are getting in touch with me to say that this is the worst they can ever remember them being. In fact, one of the potholes that is sparking quite a few emails to me is a giant one right outside Reform UK’s office in the Fylde constituency, which is becoming a little metaphor for the rocky road that Reform has had since winning control of Lancashire county council. Reform promised to magically save hundreds of millions of pounds, to improve services and to cut council tax, but what have we seen so far? Council tax has gone up, and Reform went millions of pounds over budget within months of taking office and then it tried to settle some of that overspend by consulting on closing care homes, such as Milbanke in Fylde and Grove House in the Chorley constituency. Will the Leader of the House agree to have a Government statement on what support they will provide to these Reform-controlled councils, given that it clearly won control of them with no idea of what it was getting into or a plan of what to do once it did?

The Secretary of State mentioned the Northern Powerhouse Rail announcement and I am sure that it will not have evaded your attention, Mr Speaker, as it did not evade mine, that there was not a single penny for anywhere in the whole of Lancashire in that announcement. Can the Secretary of State update me on whether she has made any progress in identifying a funding pot or stream from which the south Fylde passing loop could be financed?

I thank the Minister for her time in discussing these issues. As a former police and crime commissioner who funded a dedicated roads policing unit, this issue is close to my heart. I wish to make two points about drink and drug-driving. First, I fear that reducing the alcohol limit for England and Wales is potentially a red herring policy that will distract from focusing on where the real harm and damage comes: from those who ignore the drink-drive limit no matter what it is. Secondly, I thank the Minister for the focus on drug-driving. This year, after their Christmas operations, police forces will be reporting more drug than drink detections for the first time. It is good that that is being detected, but it is scratching the surface of the problem and we must focus in on those who take drugs and drive cars. I would welcome any further details from the Minister on the specifics so that we can start doing that as soon as possible and get those people off our roads.

Earlier, one of the Ministers dodged a very straightforward but important question, so will the Secretary of State now set the record straight? Do the Government have any plans that would change the scope, funding or timelines for Northern Powerhouse Rail—yes or no?

If my constituents pay £2 for a bus ticket one day, then £3 for a bus ticket the next, their fare has increased by 50%, not gone down, has it not?

  • 10 Sept 2025 · Bus Services (No. 2) Bill [Lords] · Hansard source
    More

Political choices are made locally and nationally. Labour Members talk about the past 14 years, but we Conservatives won control of Lancashire county council in 2017, and increased the bus budget by 50%. We put on bus routes that the Labour party in Lancashire had made the political decision to cut, just as it chose to put up the price cap from £2 to £3. These are political choices.
