    It is 29 years this week since I first visited Israel and the west bank, and I have been a supporter of peace ever since. May I start by putting on the record my tribute to all the victims, from all sides, who have suffered during this period, not least those who suffered at the hands of Hamas and the 20,000 children who have perished in Gaza? Although self-defence is important, it is not a green light to ethnic cleansing or to illegal occupation. We need international law, as was set out by the Foreign Secretary. I welcome the statement and the fact that he is joined on the Front Bench by my hon. Friend the Member for Luton North (Sarah Owen), who is a great campaigner on this issue. While international law is threatened by many actors around the world, what more can we do to support not just justice but the institutions of international justice?

    I heartily welcome my right hon. Friend to the Dispatch Box in her new role. In 1954, the Co-operative Permanent building society opened its office in Peterborough. In the 70 years since—now as Nationwide—it has provided advice and support for lenders and people buying a house. There are few better examples in this country of a commitment to our high streets and to growth in every postcode than building societies and the mutual movement. We have a manifesto commitment to double the size of the co-operative and mutual economy. We talk about growth in every postcode; will my right hon. Friend reassure me that the Government will do everything they can to ensure that the building society movement can play its part in rebuilding our country?

    One of the most inspiring housing projects I have ever seen is Coin Street, a housing and worker co-operative a few moments’ walk from this House on the banks of the thriving Thames in London. It does not just build houses; it builds homes and communities and gives pride back to working people in the heart of London. The same spirit of pride runs through the Pride in Place funding that Peterborough has received and the ambitions of this Government with devolution. Can my right hon. Friend put on record her support for the co-operative and mutual ideals as part of our devolution agenda, and as part of our mission to rebuild communities in our country?

    I welcome the Minister’s actions over the summer. First, may I put on record my empathy and thanks to farmers and vets around the country who are dealing with this desperate situation on top of an already horrible year with harvests, the weather and other challenges facing the farming community? I spoke to a farmer in my constituency in Cambridgeshire before this urgent question this morning, and we are looking across the border to Norfolk and other challenges there. There is a question around access to vaccines and the speed of testing, and I urge the Minister to speed that up, but to be honest, there is a bigger issue here. It is not a question of the immediate response, although that is important. For far too long, DEFRA has been unprepared for the resilience we need to face biosecurity threats in this country. We have had a decade of cuts. Frankly, it is not about what has happened this year, but about what we inherited and how DEFRA’s budgets have been prioritised by lots of previous Governments. Can he reassure me that as we face a changing climate, which makes these situations more likely, the machinery of government in DEFRA will be up to the job in preparing for these challenges, so that farmers are supported in years to come when we face these risks?

    Thank you, Mr Speaker—I stand rightly chastised. To me, one of the most important aspects of being a Christian is being part of a global fellowship, and the Church of England stands as a light on the hill for our global community. I have been contacted on numerous occasions by churches and fellow Christians in my community who are deeply worried about the persecution of fellow Christians in Nigeria, and that is on top of the increasing persecution of Christians that we are seeing in other countries around the world. Given that the Church of England has a special role in our global fellowship, could my hon. Friend outline what more it can do in speaking out and providing solidarity with Christians in Nigeria and other parts of the world?

    It is a pleasure to welcome my right hon. Friend to her place. The greatest shift of power in rewiring this country we have seen started in Rochdale in 1844, when the Rochdale pioneers came together and created and inspired a worldwide movement. We now have our first ever Labour and Co-operative Prime Minister and an historic commitment to double the size of the co-operative and mutual economy, highlighting the vital role of double devolution, which is not just about giving power to institutions; it is also about giving power directly to people to take part in creating their own solutions and power in their communities. What assessment has my right hon. Friend made of the machinery of government and its ability to deliver on this fantastic ambition?

    My hon. Friend’s constituency sounds a lot like mine, which is underserved in many ways by financial institutions. The recent takeover by Nationwide of Virgin Money means that, in a constituency like mine, Nationwide’s high street network will soon be able to offer support to small businesses and innovators in the postcodes covering Peterborough. Does he agree that that highlights the vital role the mutual sector, credit unions and member-owned banks play in extending financial services to every postcode of the city, widening prosperity in our country?

    My role as an MP is to speak up on behalf of my constituents in Peterborough. The mess of local government is not the reason for the announcement today; it is the decade of austerity, cuts and underfunding of places such as Peterborough that has left us in the sorry mess that local government finds itself in. Peterborough is the fastest-growing city in Cambridgeshire, yet we have already heard two Members who are part of our reorganisation not even talk about my city and instead just talk about Cambridgeshire as a whole. One of our troubles is that successive Government policies have sought to erase Peterborough from the map by talking just about development in Cambridgeshire and Cambridge, and forgetting that we are the biggest city in the county and an engine of growth. Will the Secretary of State reassure me that we will know the criteria soon, that economic growth will be part of that, and that economic growth will happen in all parts of our ceremonial county, not just in Cambridge?

    It is welcome that the Government are making progress on digital infrastructure and the single patient record, which is good news for patients and for the NHS, but patients in Peterborough risk missing out on some of the benefits because of the poor state of the local hospital and the North West Anglia NHS foundation trust’s IT. I thank the Secretary of State and those on the Front Bench for engaging with me on this issue previously, but what reassurance can he give that the Department will work with the NWAFT to ensure that we have the infrastructure we need in Peterborough, so that patients in my constituency benefit the most?

    In Cambridgeshire and Peterborough, several options are being put forward for local government reform, which could benefit Peterborough greatly. Will the Minister reassure us that we will get the announcement, whatever it is, sooner rather than later, so that we can prepare? Did she hear Opposition Members say that Labour MPs have been briefed the details of what is to come? That allegation has been made against me, but I put on record that I have not been briefed, and no information has been leaked to me. That is a scurrilous rumour. Will the Minister put on the record that no MPs anywhere know the outcome or result yet?
