If the Liberal Democrat spokesman, the shadow Minister, the Minister and the right hon. Member for Orkney and Shetland are here, we will start as quickly as we can, but it will be no later than 10 minutes after the last Division. I remind Members that if they have spoken, they need to come back to the Chamber. If I start slightly earlier, I will give some leeway, but I expect everybody who has spoken to be back in the Chamber 10 minutes after the start of the last Division.

Linton-on-Ouse, in the heart of my constituency, is a small rural community and is very much isolated. Four years ago, this plan was rejected on technical grounds. Three times the local population would be put into the area, with no means to secure people within that site. They could roam into the village, which has no amenities and does not have a village shop. The area would be overwhelmed. I wanted to question the Minister on Thursday, but it was not possible. I have had many constituents ask some of these questions over the weekend, and I would like the Minister to answer them now. Northern Powergrid previously indicated that the system would not be able to cope and that the electrical upgrade needed for supply was not possible. Does that mean that industrial generators will have to be brought in, creating noise pollution in this quiet rural village? Yorkshire Water spent millions of pounds upgrading the sewage works to ensure that it correctly met effluent discharge requirements, based on a threefold increase in the area’s population under the proposal, so will there have to be effluent trucks, or would the water drains be polluted? On that note, people who closed down the Linton-on-Ouse base tell me that the drains were concreted in at the time. The Minister has said that some of these sites have already been vetted, but I find that hard to believe, when the issues on the base have not changed. The highway network has bridges limited to seven and a half tonnes, so site traffic will have to go through limited road routes. On healthcare, the local NHS says that it has no spare capacity. What is perhaps more worrying is that I have been told on good authority that local companies have been asked to tender for the work that would be needed at this site. I ask the Minister directly: have local companies been contacted to tender for work? If they have, I wonder whether it is a feasibility study. On that note, who will make the planning decisions? Will that be for North Yorkshire council, or will it be overridden? To call it a plan is too grand. The Government do not know what they are doing. They have not thought it through, and they have not had the decency to consult local people about it. In the words of the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) in 2022, this “tells you just about everything you need to know about the state of chaos they are in.” This is happening under his watch, so what has changed? This is still an inappropriate site, given those technical issues.

If I may, I will build on the question from the hon. Member for Bournemouth West (Jessica Toale). Many of my constituents have contacted me about the problems they have been having with digital verification on gov.uk websites, and especially with facial recognition. What routes do people have if they are unable to use digital verification to access services?

In the past hour and a half, I have received several emails and telephone calls. Let me read one of the emails: “I am writing this email as I have been reliably informed that bidding has commenced for turning Linton-on-Ouse RAF base into an immigration detention centre. I am deeply concerned as this proposal was put forward four years ago and caused great stress and turmoil to our local community. I would also like to know why the local community was not informed of this decision before the decision was made to use the base for something that was deemed unsuitable years ago.” May I ask the Leader of the House whether we might have a statement before the end of today’s business so that some of these questions may be put directly to the Minister before we break for the weekend?

Many Members will be aware of just how reluctant the FCDO always is to take action against any country. The Islamic Revolutionary Guard Corps in Iran is a very good example—just look at how long that took. I know the Minister personally. I know his character; I know he is a good man. He has heard from parties across the House that something has to change. With the change in leadership coming in the Government, may I ask that he takes a step back from what the mandarins in the FCDO are saying to him and makes representations on behalf of this House to whoever is put into whichever position in the new Government? Will he reflect the comments he has heard, as a Minister listening to this House, about the UAE and the flow of money and arms, and override what often is a theoretical intellectual argument made by the mandarins in the FCDO?

I am grateful to my hon. Friend for making his case. Does he share my concern that, during last week’s urgent question, the Minister for Defence Readiness and Industry and the Secretary of State could not commit to delivering the capital ship programme that has already been set out? I am hearing rumours that the new Type 83 destroyers were being mothballed in plans six months ago. At a time when defence is so critical, does that concern my hon. Friend?

I really am quite impressed that the Deputy Prime Minister knows more about defence spending than the former Secretary of State for Defence. He was able to stand in for the Prime Minister at questions and also know what was going on in the G7. And apparently the Prime Minister did such an amazing job that the way forward is to sack him. May I ask the Deputy Prime Minister this question? If the demands to go into closer trading relationships with Europe by those who are pushing that in his party—including the right hon. Member for Makerfield (Andy Burnham), according to what he has said recently—are to be met, do those five trade deals that the Deputy Prime Minister has boasted about stand up?

Recognising the answers that the right hon. Lady gave earlier, may I ask her to ensure that before the charter review comes out, she absolutely emphasises the need for radio news? Many people do not get to watch television news—I am sure she will be travelling later today and will not be able to watch the TV. May I ask her at this early stage to ensure that the BBC recognises just how important these radio news programmes are?

May I offer my congratulations to the right hon. and gallant Gentleman? He is a good fit for the role, and I hope that he will listen to those across the House and try to work constructively. In that spirit, this incredible operation was reliant on the Royal Navy and Royal Marines. Earlier today, I asked the Minister for Defence Readiness and Industry about whether the plans in place for the Type 26s, Type 31s and Type 83s would remain as outlined. I am really looking for a yes or no answer, given that there are shipyards wondering whether they can keep their current workforce because they are relying on the DIP but it is not there. I ask the Secretary of State directly: are the plans in place for ships for the Royal Navy going to remain?

Last week, I was away at the NATO Parliamentary Assembly. I thought I had understood why the former Secretary of State for Defence had resigned, but here today according to the Minister it is really unknown. Where the Minister is right is in talking about making sure that naval procurement does not go through the problems it had in the past—that was one of the consequences of being in power with the Liberal Democrats. On procuring ships, there are shipyards that are worried about whether they can maintain their workforces—without the DIP, they cannot know—and I am concerned to read that the Type 83 destroyer may be postponed. Will all the plans for capital ships currently in place remain—yes or no, or is that up for debate as well?
