    In July, this Government called for an immediate ceasefire in Gaza, but Netanyahu and his Government refused to listen. The only way we can ensure a permanent end to the cycle of violence is by facilitating the establishment of a sovereign Palestinian state alongside Israel, so does the hon. Member agree that it is time for the UK to join the 146 UN member states that recognise the state of Palestine, and that it should do so as a matter of urgency?

    At a time of hugely stretched resources across the Government, thanks to the mess left in the public finances by the Conservative party, I welcome the additional money announced for investment in the Border Security Command, and in strengthening our wider intelligence and enforcement capabilities against the smuggling gangs. Does the Home Secretary agree that that is a far better use of taxpayers’ money than paying people to go to Rwanda?

    I thank the hon. Member for securing this important debate. Following White Ribbon Day, and during Islamophobia Awareness Month, we must address the unique challenges faced by Muslim women, who often experience a triple whammy of gender-based violence, Islamophobia and discrimination. Those intersecting issues can prevent women from seeking help. Will she join me in stressing to the Government that services should be equipped to address those barriers and challenge the harmful stereotypes that perpetuate violence and discrimination?

    I welcome this Bill. Some 6,000 children in Greater Manchester take up smoking each year, allowing tobacco and vape companies to profit from increasing health inequalities. If we eradicate smoking, Greater Manchester’s economy will gain over £2.5 billion each year, funds that could be allocated to our health and social care sector. Does the Minister agree that if we follow the recommendations of the smoking review by Professor Javed Khan OBE, who did an excellent job on that review, we have the unique opportunity to both save lives and reduce poverty, creating a healthier and more equal society?

    Fly-tipping in Greater Manchester is on the rise, costing local authorities more than £6 million in 2022. Although the practice is frustrating for my constituents, it is often caused by lack of awareness of the implications of fly-tipping and how to properly dispose of waste. Does my hon. Friend agree that we must improve environmental education and recognise that we all have a responsibility to safely and legally dispose of waste?

    Does the Minister agree that as well as demanding an immediate ceasefire, the freeing of all hostages and unhindered aid getting into Gaza, we must ensure that the perpetrators of heinous war crimes and crimes against humanity, whether they are friend or foe, are held to account under international law based on justice that is blind, objective and impartial? Playing politics with courts undermines justice.

    I thank my hon. Friend for holding this important debate on a subject that I agree with wholeheartedly. Ahead of COP29, I held a student conference of the parties with three high schools in my constituency, where the students passionately debated climate issues. Does my hon. Friend agree that initiatives like that underscore how integrating government and democracy education into the school curriculum can empower young people to become informed, active citizens who are engaged with the challenges we are facing?

    I welcome the Prime Minister’s recognition of Islamophobia Awareness Month, and his commitment to supporting Muslim communities. The definition of Islamophobia from the all-party parliamentary group on British Muslims is one of the most widely accepted definitions, and I have been discussing its adoption with the Deputy Prime Minister, the Faith Minister, and the Leader of the House. Given recent riots and a doubling of Islamophobic hate crimes over the past decade, will the Prime Minister outline the steps that this Government will take to tackle the issue, and commit to ensuring a clear and effective definition of Islamophobia?

    I also want to take the opportunity to tell the Minister that we really appreciate these proposals in Greater Manchester. As a former bus driver, I know about the need for them and about the difficulties with cross-community connections. Great work has been done with the Bee Network in Greater Manchester, and the sooner these proposals can be rolled out, the better for all our constituents.

    Greater Manchester continues to experience some of the highest rates of knife violence in the country, with more than 10,000 recorded incidents since 2020. Organisations such as the Greater Manchester violence reduction unit have been doing excellent work in early prevention by engaging children and young people through community-led projects, including theatre productions. Given the importance of early community-based intervention, does the Minister agree that providing support for such initiatives is important in tackling knife violence?

    I thank my hon. Friend for giving way and congratulate him on securing this important debate. I want to raise the case of my constituent whose son is serving an indefinite IPP sentence and suffers from long-term psychiatric conditions. She feels he is in the wrong institution, unable to access the specialist support he urgently needs. Does my hon. Friend agree that such cases underline the urgent need for a review of IPP sentences, particularly given the crisis in overcrowded prisons?

    The situation in northern Gaza is dire. I welcome the leading role that the Government have played in providing essential humanitarian aid for Gaza, including through the support packages for UNRWA, UNICEF, UK-Med, the World Health Organisation and the Disasters Emergency Committee appeal. Does the Minister agree that the ongoing Israeli restrictions on the flow of essential aid are completely unacceptable and should be lifted immediately?

    I thank my hon. Friend for securing this important debate, particularly as we come up to COP29 in Azerbaijan, which I am looking forward to attending, and I congratulate her on an excellent speech. At COP28, a historic agreement was reached to establish a loss and damage fund for vulnerable countries. My heritage is from Pakistan, which, like Bangladesh, has contributed the least to the problem yet is among the most vulnerable to it. The compensation will only come into effect in 2025. Does my hon. Friend agree that the UK must work with allies to prioritise pushing forward on this fund, to ensure that countries growing more vulnerable to climate crisis have the means to protect their civilians and infrastructure?     My right hon. Friend will know of the important role of the Carlton Club community interest company in Whalley Range in my constituency, as well as across Manchester. It is not just a social club but an important venue that supports grassroots music and arts. The company that owns the building has now threatened to end the CIC’s use of the site. Will the Leader of the House join me in calling for the building owners to reconsider their decision, and will she provide Government time to debate the importance of social clubs and small venues such as the Carlton Club to our local communities?

    I thank my hon. Friend for giving way, and for the progress she is making on such an important topic. Keep Manchester Tidy established a partnership with Manchester city council to encourage residents to actively help make their communities cleaner. As part of that strategy this year, Manchester saw its highest number of volunteers supporting the national Great British Spring Clean, with more than 100 litter-picking events and more than 2,000 litter-pickers. Will my hon. Friend join me in thanking all the volunteers who work extremely hard to make our communities cleaner and greener? Does she agree that they should not have to do this in the first place?

    I thank the Home Secretary for the statement and for the swift action taken during the violent disorder to reassure mosques and Muslim communities that blatant Islamophobia will not be tolerated. She announced rapid access to the protective security scheme for mosques, which was welcomed by mosques across the UK, to help them provide additional security when needed. Can she confirm how many mosques have accessed that funding, and what proactive engagement the Home Office has had with mosques and Muslim organisations to support them in their funding applications?

    My right hon. Friend will know the fear and distress that the civil disorder this summer caused to many of my constituents and to Muslim communities across the country who were targeted by violent extremists. I am sure that she will join me in making it clear that the vast majority of people in our country—of all faiths and backgrounds—wish only to live together peacefully and utterly reject those who stir up division. What engagement have Ministers undertaken with Muslim communities since those events, and what are they doing to give reassurance for the future?

    I thank the Foreign Secretary for showing bold leadership and unequivocal support for international law by dropping the previous Government’s opposition to the arrest warrant against Netanyahu. The ICJ’s historic advisory opinion earlier this month made it clear that Israel’s occupation and annexation of Palestinian territories is unlawful, an issue on which many of us have campaigned. What steps is the Foreign Secretary taking to ensure that Israel ends its unlawful occupation, which includes the recent expansion of Israeli settlements on the west bank and the annexation of East Jerusalem?

    I thank the Secretary of State for his statement. He has already shown more ambition and leadership on transitioning away from dirty energy in his 14 days in government than the Tories showed in 14 years. Does he agree that by making the UK a clean energy superpower, we will be able to tackle air pollution, which kills more than 100 people a year in Manchester alone?
