I just want to reaffirm what the hon. Member has said. Does she agree that innovation and safety are not opposites? This is reminding me of when Google and online banking first came in. We need clear rules so that we can increase public trust and not stifle technology.

In respect of the figures, the last time this was tried it was said that it would cost the Government £5.4 billion. Then, when independent organisations came to look at the actual figures, some said that it would cost up to £19 billion. Does the hon. Member agree that inflation goes up, not down?

On the topic of migration, does the hon. Member agree that the Government’s claim that digital ID will curb immigration is made a farce by the Afghan data loss, a catastrophic failure of data security that ended up expanding resettlement on a large scale, which shows exactly why centralising identity data can backfire?

I refer to my entry in the Register of Members’ Financial Interests; I am a practising barrister and a law firm owner. Our centuries-old right to jury trial is not an ornament of the past. It is the living guarantee of a fair trial. It is the safeguard that ensures that no citizen is judged except by their peers. It is the cornerstone of our legal heritage, and the bedrock of public confidence in criminal justice. It must not be curtailed for administrative convenience, and let us be clear: curtailing jury trials will not cut the backlog, or, if it does, it will simply shift that backlog straight to the appeal courts. Why, then, have the Government chosen not to prioritise court capacity, judicial recruitment and proper case-management reform, but instead to curtail jury trials?

Does the hon. Member agree that it should be the Palestinians who determine how Gaza is reconstructed, that a Palestinian body should select which companies get which contracts, and that all the reconstruction contracts should be properly accounted for and delivered to a proper standard?

May I add that 603 people from Blackburn also signed the petition? Every Friday, my constituents come out in the cold, the heat or the rain—whatever the climate—to remember the people of Gaza. I remind the House, the Minister and the Government that this is the first livestreamed genocide, and people will not forget it easily. They will continue to press us, as their representatives, and the Government until this catastrophe comes to an end.

I reiterate the right hon. Gentleman’s words: we cannot speak of recovery without first seeking and speaking of justice and accountability. Does he agree that all alleged breaches of international law, including accusations of genocide, must be investigated; that those responsible must be held to account; and that the people of Gaza deserve not only immediate relief but a future built on justice? Does he agree that peace is impossible without justice?

On a point of order, Madam Deputy Speaker. May I seek your guidance, please? This is the second occasion on which I have sought to contribute to discussion of this extremely important and urgent matter, and have not been called to speak. I fully appreciate the pressures of time and the number of Members wishing to contribute. However, given both the significance of the subject and the contributions that I had prepared on behalf of my constituents, may I ask for your advice on how I can ensure that I am able to take part, and be heard, during future debates on this topic?

Stripping people of the very few belongings that they have left after fleeing war and persecution runs contrary to the very principle of asylum, which is rooted in protection and compassion. How do such measures help address the real root causes of displacement and the refugee crisis, which are war, destabilisation and persecution, and dangerous crossings?

On a point of order, Madam Deputy Speaker. After my earlier intervention, the Home Secretary stated that she “should not be surprised to see the hon. Gentleman indulging in misinformation” in here. I take my responsibilities in this House extremely seriously. I am confident that every point I have raised was made in good faith, based on publicly available information, and was neither misleading nor inaccurate. May I therefore seek your guidance on how a Member may respond, or have the record clarified, when a Minister makes such characterisation without providing any evidence, clarification or correction, in particular where it risks implying dishonesty on the part of a Member who had no opportunity to respond further at that moment?

The Minister says that we are “custodians of democracy”. On the back of that, and in the light of his comments, I ask this: will the Government commit to a direct vote in the House, a free vote on the digital ID scheme before it is rolled out and becomes mandatory in any form? The public and their elected representatives deserve clarity and choice.

I welcome the statement. In Blackburn I have been working with our college and jobcentre to help young people access real opportunities, but in towns such as mine, which is among the most deprived in the country, it is not talent but investment that is lacking. What strategy will the Secretary of State employ to ensure that skills funding truly reaches places such as Blackburn, and will she meet me to discuss the serious shortage of ESOL spaces, which is causing many constituents to wait for up to a year, out of work?

The Government, politicians from across the House and the media establishment have condemned the proposed ban of Maccabi Tel Aviv fans as antisemitic, yet this group has a record of violent behaviour and racist chants, including “Death to Arabs” and the mocking of the killing of Gazan children. Given the UK’s adoption of the International Holocaust Remembrance Alliance’s definition, which rightly warns against holding Jewish people collectively responsible for Israel’s actions, does the Minister agree that the conflation of criticism of Israel—with its ongoing genocide, war crimes, breaches of international law and current genocide trial at the International Court of Justice—with antisemitism against British Jews or Jewish people in general actually undermines that definition? [Interruption.] I will not sit down.

Does the Prime Minister agree that real and lasting peace can only be achieved if there is accountability and justice? Overwhelming international consensus, both legal and scholarly, concludes that Israel’s actions in Gaza were genocidal. Does the Prime Minister agree that the perpetrators of genocide must face justice? What steps will this Government take to ensure that justice is achieved?

Let us be absolutely clear: a national digital ID system creates infrastructure for surveillance and control, not freedom or efficiency, and in the hands of future Governments it could be weaponised against the most vulnerable communities. That is not a hypothetical threat. History shows us how identity systems have been used to target the powerless. We do not build tools of authoritarianism and simply hope they are never misused. Will the Government listen to the overwhelming public concern from more than 2 million people, many of whom are my constituents, and finally scrap this draconian proposal?

The Foreign Secretary asks what more this Government can do to ensure that the genocide in Gaza is ended. Might I suggest that the doctrine of responsibility to protect is enacted by the United Nations, and that any and all means possible are exhausted to demand an end to genocide? Intervene to defend the helpless. Intervene to help the trapped and starved civilians of Gaza, half of whom, I remind the House, are children. Act now, immediately!

As a member of the Bar, I say this plainly: removing the right to jury trials is a reckless constitutional shortcut. As the Criminal Bar Association puts it, is not reform but retreat. Does the Minister agree that the right to choose between a jury and a judge-led trial must never be denied, and that the real solution lies in investing in the system that we have rather than dismantling its very foundations?
