  • 2 Apr 2025 · Gaza: Israeli Military Operations · Hansard source
    More

Under the convention on the prevention and punishment of the crime of genocide, to which the UK is a signatory, states have an obligation to prevent and punish genocide. That obligation to prevent involves acting immediately, so will the Minister outline what the Government are doing, and say what steps they are taking to ensure that genocide is prevented in Gaza?

  • 26 Mar 2025 · Spring Statement · Hansard source
    More

It is estimated that in under five years there will be more than 3 million families in receipt of disability benefits who will lose financially as a result of today’s announcement, with an average loss of £1,720 per year compared to inflation. Is the Chancellor comfortable knowing that she has brought despair and horror to disabled people and their families across the country?

  • 18 Mar 2025 · Military Co-operation with Israel · Hansard source
    More

Yesterday, the Foreign Secretary admitted that Israel is breaking international law. Does the Minister therefore acknowledge that its actions and our Government’s refusal to act against them, including by banning all sales of weapons, will be watched carefully by rogue states such as Russia and will be used as a template for the actions that are or are not allowed on the international stage?

  • 18 Mar 2025 · Military Co-operation with Israel · Hansard source
    More

Does my hon. Friend agree that allying with Israel while it carries out a genocide will bring about the end of the international world order as we know it?

  • 11 Mar 2025 · Israeli-Palestinian Peace: International Fund · Hansard source
    More

I hear what the Minister has to say about how we can move to a path towards peace. However, does he agree that there must be steps taken to ensure that Israel is held accountable for its violations of international law? In doing so, will he commit to taking steps to begin ending the UK’s military support to Israel?

  • 5 Feb 2025 · English Devolution and Local Government · Hansard source
    More

Lancashire combined county authority has now been established, and my constituents are keen to unleash its potential, creating new jobs and inviting funding and investment into the county. Can the Secretary of State reassure my constituents that the Government will help progress that combined authority into the next phase of devolution?

  • 29 Jan 2025 · Growing the UK Economy · Hansard source
    More

The Chief Secretary to the Treasury articulates a vision whereby the Government are committed to facilitating business investment, generating jobs and opportunities. However, I would welcome his comments on what the Government are doing to support small businesses which form the backbone of our economy, especially in my constituency where we have over 600 small businesses.

  • 28 Jan 2025 · Gaza: Humanitarian Situation · Hansard source
    More

Despite genocide, displacement and destruction, Palestinians are returning to northern Gaza and remain rooted in their land. In respect of President Trump’s remarks, the Minister has been asked a number of times about what appears to be yet another forced displacement. What is the position of the Minister and her Government in respect of President Trump’s remarks?

  • 16 Jan 2025 · Middle East · Hansard source
    More

I join in with the sentiments of relief and hope for peace after a horrific 15-month-long ordeal. However, a ceasefire cannot take away from the fact that Israel is on trial for genocide and its leaders have arrest warrants in their names for their crimes committed against the people of Gaza. A ceasefire does not change that fact; justice and accountability must be realised in the face of some of the most horrific war crimes of our times. Will the Minister therefore confirm that the Government will stand by their commitment to treaties under international law and uphold the requirements of the arrest warrants already issued?

  • 16 Jan 2025 · Child Sexual Exploitation and Abuse · Hansard source
    More

I thank the Secretary of State for her in-depth explanation of what the Government are and will be doing to ensure the safety of our children in the face of the most heinous crimes. Since the vote on the amendment to the Children’s Wellbeing and Schools Bill last week and the subsequent attention that it attracted in the media, many of my constituents have written to me upset, angry and in fear over the grooming scandal. All the correspondence I have received demands a public inquiry into this scandal, to determine the failures—both historical and present—of the institutions involved that allowed these heinous crimes against vulnerable children to go on for so long and so widely, without being stopped and without the victims being safeguarded and protected sufficiently. I finish by asking the Home Secretary to confirm whether, in northern towns like my Blackburn constituency, crimes of this specific nature and grooming gangs continue to haunt our streets and vulnerable children. Can she confirm that further public inquiries and reports are needed to find out why this has gone on for such a long time? We need to provide my constituents and everybody across the country with solace.

  • 7 Jan 2025 · Northern Gaza · Hansard source
    More

Report after report from reputable organisations—the most recent being Amnesty International—have concluded that Israel’s actions in Gaza are genocidal in nature. The scale of destruction in northern Gaza has now been described as much worse than that in the aftermath of Hiroshima. Will the Government change their position and identify that Israel’s actions in Gaza are indeed genocidal in nature, and what action will be taken given the grave nature of those facts?

  • 17 Dec 2024 · National Insurance Contributions (Secondary Class 1 Contributions) Bill · Hansard source
    More

The hon. Member has mentioned GPs. Blackburn has one of the highest numbers of patients per GP in the UK. Not enough appointments are available, which places a huge strain on the Royal Blackburn Teaching Hospital, and only last week the hospital was put on red alert. Does the hon. Member agree that increasing national insurance contributions will mean fewer GP appointments in Blackburn, that the hospital—which is already in a dire state—will be in an even worse position, and that the situation will get out of control?

  • 29 Nov 2024 · Terminally Ill Adults (End of Life) Bill · Hansard source
    More

The time for us to make this decision is wrong, frankly. At a time when 44,000 terminally ill pensioners are set to lose their winter fuel allowance—indeed, many of them have lost it—we are discussing whether we will pass a Bill, a state-sanctioned Bill, dealing with a taboo that many of us are reluctant to talk about.

  • 27 Nov 2024 · Devolution: Lancashire · Hansard source
    More

I congratulate the hon. Member on securing a debate on this historic day, which we celebrate as Lancashire Day—a day that promotes and preserves the true identity of Lancashire. I support the devolution of powers and funding to Lancashire. Lancashire includes Blackburn, which is, incidentally, the best-run unitary authority in the area, and which has more than 25 years’ experience of managing children’s and adult social care services. I am working closely with that authority. Does the hon. Member agree that any changes to the powers given to local authorities must be made in close consultation with authorities such as Blackburn with Darwen borough council?

  • 25 Nov 2024 · Israel-Gaza Conflict: Arrest Warrants · Hansard source
    More

Frankly, I am disappointed that the Government are not giving any clear responses. I therefore ask this question. In October 2023, over 800 experts in international law and in conflict and genocide studies gave a warning of clear prospects of genocide. In November 2023, over 40 United Nations experts called it a “genocide in the making”. We then had the ICJ judgment that called it a “plausible” genocide, and a judge from the ICJ saying: “The alarm has now been sounded by the Court. All the indicators of genocidal activities are flashing red in Gaza.” Now we have an arrest warrant. Do this Government stand by their conviction that genocide is not being committed in Gaza—yes or no?

  • 5 Nov 2024 · Income Tax (Charge) · Hansard source
    More

On the winter fuel allowance, does the hon. Member agree that freezing pensioners will only increase the need for NHS resources when hospitals are already struggling?

  • 5 Nov 2024 · Income Tax (Charge) · Hansard source
    More

Blackburn has the third highest number of patients per GP. Does the Member agree that, despite the ringfencing of the funding that GP surgeries get, the increase in national insurance will essentially reduce the number of available appointments at GP surgeries?

  • 29 Oct 2024 · Israel: UNRWA Ban · Hansard source
    More

These are the words of the United Nations humanitarian chief, Joyce Msuya: “The entire population of north Gaza is at risk of dying”. If someone so high up in the United Nations is making statements of that nature, we can safely make the assertion that the onslaught on Gaza is genocidal in nature—the measure being intent, and not, as the Foreign Secretary alluded to yesterday, the volume of counted deaths. Will the Government alter their position on this matter? What will they do, by way of resolute action, to ensure that this crime against humanity is halted immediately? Words are not enough; action is needed.

  • 22 Oct 2024 · Gaza: Humanitarian Situation · Hansard source
    More

While I appreciate the comments about aid, does the Minister condemn the ethnic cleansing and annexation of northern Gaza under the general’s plan, with aid not being allowed in? If so, what action is being taken to demonstrate the UK’s strongest objection?

  • 21 Oct 2024 · Policing · Hansard source
    More

Although I welcome the Home Secretary’s response on antisocial behaviour involving e-scooters and bikes, I wish to reiterate the concerns of my residents in Blackburn. Will she consider not only additional powers for the police but civil powers for local authorities to combat hotspot areas before somebody is seriously hurt?

  • 16 Oct 2024 · Carer’s Allowance · Hansard source
    More

The right hon. Gentleman refers to mental health. Romi Taylor is a 16-year-old who cares for her mother, who has chronic obstructive pulmonary disease. Romi recently won an award at the BBC Radio Lancashire’s Make a Difference awards—you were there, Mr Speaker. Many carers find caring for a loved one to be a lonely place. This is a 16-year-old taking care of her mother and not having time with her friends. Does the right hon. Gentleman agree that carers need to be recognised, and that the support they require beyond benefits, including mental health support, should be—

  • 10 Oct 2024 · Gaza and Humanitarian Aid · Hansard source
    More

I agree that calls for additional aid and safe routes for the delivery of aid into Gaza are vital and encouraged. However, does the hon. Member agree that questions must be raised as to the absurdity of a situation in which we as a country provide both the aid and the weapons to bomb the besieged people of Gaza?

  • 10 Oct 2024 · Gaza and Humanitarian Aid · Hansard source
    More

I repeat again the absurdity of the situation whereby we give aid with one hand to the besieged population of Gaza and provide weapons with the other, which has created the catastrophic circumstances that have taken the lives of over 40,000. Although the Prime Minister has made his position on the refusal to stop all the arms sales to Israel abundantly clear in Parliament just this week, I will none the less press the matter. Will the Minister assure us, especially in the light of further news today of a school housing displaced civilians in Gaza being bombed? Just weeks ago, a humanitarian safe zone, al-Mawasi, a camp identified by Israel itself, was bombed, with families dissipated in seconds. I therefore ask the Minister once again whether the Government’s position on arms sales to Israel will be revisited. Can he also answer whether, given the abundance of evidence already available, arms sales to a country plausibly accused of committing genocide can be morally or legally justified?

  • 10 Oct 2024 · Gaza and Humanitarian Aid · Hansard source
    More

    Will the Minister give way?

  • 8 Oct 2024 · VAT: Independent Schools · Hansard source
    More

Does the Member agree that the policy threatens the viability of many independent schools that have charitable status and serve deprived communities, including many independent schools in Blackburn, such as faith schools and those schools serving children with special educational needs? This policy will put those schools on their knees and vastly increase the number of spaces that will be required in public schools. In Blackburn, we do not have those spaces.
