The hon. Member has mentioned GPs. Blackburn has one of the highest numbers of patients per GP in the UK. Not enough appointments are available, which places a huge strain on the Royal Blackburn Teaching Hospital, and only last week the hospital was put on red alert. Does the hon. Member agree that increasing national insurance contributions will mean fewer GP appointments in Blackburn, that the hospital—which is already in a dire state—will be in an even worse position, and that the situation will get out of control?

The time for us to make this decision is wrong, frankly. At a time when 44,000 terminally ill pensioners are set to lose their winter fuel allowance—indeed, many of them have lost it—we are discussing whether we will pass a Bill, a state-sanctioned Bill, dealing with a taboo that many of us are reluctant to talk about.

I congratulate the hon. Member on securing a debate on this historic day, which we celebrate as Lancashire Day—a day that promotes and preserves the true identity of Lancashire. I support the devolution of powers and funding to Lancashire. Lancashire includes Blackburn, which is, incidentally, the best-run unitary authority in the area, and which has more than 25 years’ experience of managing children’s and adult social care services. I am working closely with that authority. Does the hon. Member agree that any changes to the powers given to local authorities must be made in close consultation with authorities such as Blackburn with Darwen borough council?

Frankly, I am disappointed that the Government are not giving any clear responses. I therefore ask this question. In October 2023, over 800 experts in international law and in conflict and genocide studies gave a warning of clear prospects of genocide. In November 2023, over 40 United Nations experts called it a “genocide in the making”. We then had the ICJ judgment that called it a “plausible” genocide, and a judge from the ICJ saying: “The alarm has now been sounded by the Court. All the indicators of genocidal activities are flashing red in Gaza.” Now we have an arrest warrant. Do this Government stand by their conviction that genocide is not being committed in Gaza—yes or no?

Blackburn has the third highest number of patients per GP. Does the Member agree that, despite the ringfencing of the funding that GP surgeries get, the increase in national insurance will essentially reduce the number of available appointments at GP surgeries?

These are the words of the United Nations humanitarian chief, Joyce Msuya: “The entire population of north Gaza is at risk of dying”. If someone so high up in the United Nations is making statements of that nature, we can safely make the assertion that the onslaught on Gaza is genocidal in nature—the measure being intent, and not, as the Foreign Secretary alluded to yesterday, the volume of counted deaths. Will the Government alter their position on this matter? What will they do, by way of resolute action, to ensure that this crime against humanity is halted immediately? Words are not enough; action is needed.

While I appreciate the comments about aid, does the Minister condemn the ethnic cleansing and annexation of northern Gaza under the general’s plan, with aid not being allowed in? If so, what action is being taken to demonstrate the UK’s strongest objection?

Although I welcome the Home Secretary’s response on antisocial behaviour involving e-scooters and bikes, I wish to reiterate the concerns of my residents in Blackburn. Will she consider not only additional powers for the police but civil powers for local authorities to combat hotspot areas before somebody is seriously hurt?

The right hon. Gentleman refers to mental health. Romi Taylor is a 16-year-old who cares for her mother, who has chronic obstructive pulmonary disease. Romi recently won an award at the BBC Radio Lancashire’s Make a Difference awards—you were there, Mr Speaker. Many carers find caring for a loved one to be a lonely place. This is a 16-year-old taking care of her mother and not having time with her friends. Does the right hon. Gentleman agree that carers need to be recognised, and that the support they require beyond benefits, including mental health support, should be—

I agree that calls for additional aid and safe routes for the delivery of aid into Gaza are vital and encouraged. However, does the hon. Member agree that questions must be raised as to the absurdity of a situation in which we as a country provide both the aid and the weapons to bomb the besieged people of Gaza?

I repeat again the absurdity of the situation whereby we give aid with one hand to the besieged population of Gaza and provide weapons with the other, which has created the catastrophic circumstances that have taken the lives of over 40,000. Although the Prime Minister has made his position on the refusal to stop all the arms sales to Israel abundantly clear in Parliament just this week, I will none the less press the matter. Will the Minister assure us, especially in the light of further news today of a school housing displaced civilians in Gaza being bombed? Just weeks ago, a humanitarian safe zone, al-Mawasi, a camp identified by Israel itself, was bombed, with families dissipated in seconds. I therefore ask the Minister once again whether the Government’s position on arms sales to Israel will be revisited. Can he also answer whether, given the abundance of evidence already available, arms sales to a country plausibly accused of committing genocide can be morally or legally justified?

Does the Member agree that the policy threatens the viability of many independent schools that have charitable status and serve deprived communities, including many independent schools in Blackburn, such as faith schools and those schools serving children with special educational needs? This policy will put those schools on their knees and vastly increase the number of spaces that will be required in public schools. In Blackburn, we do not have those spaces.

I join the Home Secretary in expressing my deepest and heartfelt condolences to the families of Alice, Bebe and Elsie. Words cannot express the sorrow they must be feeling after experiencing the worst nightmare of every parent. Indeed, heartfelt prayers are with all those children and elders who are still in the hospital, and solidarity with the entire community of Southport. Will there be additional support mechanisms put in place for all the emergency workers who attended the scene, to ensure their wellbeing is a priority?

I hear what the Secretary of State said, but does he agree that the immediate recognition of the state of Palestine is vital to the UK’s commitment to uphold international law and norms, vital to the processes required to bring about an immediate and just peace, and vital to the notion that diplomatic means and not violence are the way to resolve the conflict? Does he agree that failure to recognise the state of Palestine has had and continues to have catastrophic implications for the people of Palestine, as they face what the International Criminal Court has described as plausible genocide?

I have been inundated with messages of concern and upset from my constituents following the horrific images from Manchester airport, and I myself am deeply concerned about what can only be described as a complete abuse of power. Will the Leader of the House join me in declaring, to reassure the general public, that we should never have to witness such scenes of violence in a country such as ours where no authority is above the law, and that all necessary measures must be taken to investigate how and why such an incident arose?
