The hon. Member has repeatedly mentioned the word “genocide”, yet the Government repeatedly say that only a competent court can formally determine whether genocide has occurred in Gaza. Does he agree that that is not the issue, and that genocide prevention law exists precisely because waiting for a final judgment may mean that it comes too late? Does the hon. Member also agree that we have an obligation to act, not once a court has found that genocide has taken place, but as soon as there is a serious risk that genocide may be occurring?

When I bumped into the Secretary of State yesterday, I made clear the urgent need for investment in the Royal Blackburn hospital. I have seen shocking and undignified scenes in the corridors throughout the year. Having spoken to the hospital’s executive team, it is abundantly clear that the hospital is serving a population far, far beyond the capacity for which it was originally built. I welcome the building of new homes across east Lancashire, but does the Secretary of State accept that, unless we extend the hospital’s estate and workforce, this crisis will get worse? Health inequalities across Blackburn are already among the worst in England—

I welcome the Foreign Secretary’s statement and the general shift in mood in the House. However, given that Israel as a whole—not just the illegal settlements—is on trial for genocide, should the Government not be taking all measures in their power to prevent complicity in genocide, including an immediate and comprehensive suspension of all arms transfers to Israel, an end to the sharing of all military intelligence, an end to all trade that materially supports the Israeli state or its war efforts, a reassessment of diplomatic ties and full compliance with the UK’s obligations under international law, including those as a state signatory to the genocide convention?

Having consistently raised concerns about the proposed east Lancashire authority, which would group together some of the most deprived communities in the country, I welcome the Secretary of State’s decision today to pause these plans. Will she assure me that this review will look at deprivation and economic stability and that it will deliver for Blackburn and the surrounding areas? Will she meet me and other Lancashire MPs before any new proposals are made?

Does the Minister acknowledge the seriousness of what we are now witnessing: organised militia-like groups of masked men taking to the streets, stopping cars, confronting members of the public and leaving ethnic minority communities terrified in their own towns? Will she plainly say what action, if indeed any, will be taken against these vigilante groups? What responsibility does she believe politicians in this House bear when inflammatory claims of an invasion translate into terror on our streets, racial fear, intimidation and street vigilantism?

The Chief Secretary has promised good growth in every postcode. Blackburn has the talent, the institutions and the major employers—such as EG On the Move—that are willing to invest in local people, but we need Government investment to match that ambition. Will the Chief Secretary make Blackburn a test case for this plan and back an employer-led jobs and skills partnership to create good local jobs?

The First Secretary has said that the purpose of rewiring the state is to get power and resource to communities and deliver for people in every postcode. In Blackburn, patients are being treated in corridors because our hospital simply does not have the capacity it needs. So I ask: how will these reforms ensure that communities like mine, where the need is greatest, actually receive the investment we need?

Devolution can succeed only when it reflects real economic opportunity, not when boundaries are drawn around the communities facing the greatest challenges. I ask the Minister why my constituency’s council, Blackburn with Darwen, covering an area already facing high levels of deprivation, is being grouped with other councils that suffer equally from very high levels of deprivation. Why is Ribble Valley excluded from these proposals? There is cross-party consensus and consensus across my constituency and other constituencies that this is a stitch-up. All the Government are doing is lumping together deprived communities and areas. This plan will not work, so I ask the Minister to reconsider his proposals.

Does the hon. Member agree that the ICJ advisory opinion leaves the decision not as a political one but as a legal one? In respect of domestic law, we know that the Government accept the illegal settlements. Therefore, under the Proceeds of Crime Act, if the Government do not make a firm decision, are they not putting our financial institutions at risk?

Does my hon. Friend agree that any debate on Palestine is incomplete if it fails to confront the elephant in the room, which is the allegation of genocide? I wonder whether he can help with this question; I suspect he will not be able to. What threshold of civilian suffering or alleged violence would cause the Government to reconsider their policy of maintaining normal economic and diplomatic relations with a state accused of genocide?

The hon. Member and I share the same local authority and all our constituents are affected by the corridor care crisis at the Royal Blackburn hospital, which ranks seventh for A&E corridor care and fifth for ward corridor care, despite the management and the executive team working extremely hard. Does he agree that for places such as Blackburn with Darwen, which have the highest levels of deprivation and health inequalities, one solution is to have a targeted needs-based funding system?

Does the Minister agree that when we discuss Kashmir, we must remember that there are distinct realities? Indian-administered Kashmir has faced decades of conflict, crackdowns and human rights abuses and is the most militarised region in the world. The current situation in Azad Kashmir is worrying, but the two cannot be conflated. Does she agree that the priority in Azad Kashmir must be an immediate return to peaceful dialogue and negotiations?
