Abtisam Mohamed MP: speeches
4 Jul 2025–3 Jul 2026
How these years work
Our reporting years run from 4 July to 3 July, starting with the 2024 general election. They are not official parliamentary sessions. Office costs keep IPSA’s April–March financial years. Records may cover only part of a year; a missing record does not mean no work was done.

Some 125 health workers have been killed in Lebanon in the last three months alone. Today, an Israeli strike hit an ambulance in south Lebanon, killing two paramedics, which takes the death toll to 127. The November 2024 ceasefire agreement is barely worth the paper it is written on. The Minister rightly condemns the targeting of civilians, but what about Israel’s targeting of health workers or journalists? Does the Minister realise that condemnation without action has utterly failed, and reinforces Israel’s continuing disregard for international law? Will the Minister make it clear today that sanctions must be used to hold Israel accountable?

I pay tribute to the dedicated postal workers in Sheffield Central, who work tirelessly to ensure that people receive their letters and deliveries throughout the year. I have also been contacted by constituents in the Nether Edge area of Sheffield who have complained of delays and missing post. Some residents have missed important work papers, legal documents and hospital appointments, while others have found themselves waiting endlessly for their gas or electric cards. One constituent in particular is responsible for planning decisions in the Peak district, and is still waiting for official committee papers posted first class nearly a month ago. That has directly impacted his ability to do his job. Many described receiving nothing for weeks on end, and then finally receiving a bundle of post on one day. Missing vital mail has become a danger to people’s health, wellbeing and financial security. Despite contacting Royal Mail, it has not responded to a single one of my emails; it is just not good enough. What will the Minister do to ensure that there is no discrepancy between what Royal Mail is telling us and what their workers are saying is happening on the ground, particularly about the deliberate strategy within the company to devalue those who are doing their jobs in the sorting offices?

I will speak on new clause 35, which sets out the conditions under which community treatment orders can be extended beyond 12 months. Like many across my constituency of Sheffield Central, I know personally how overstretched our mental health services are. My brother lives with complex mental health needs and our family has seen at first hand the impact of a churning workforce, long waiting lists and a lack of community support services, brought about by an unrelenting crisis in funding. Our system has not been properly expanded or adapted to meet the challenges. Instead, far too many people are detained and restricted, rather than supported to recover. We see this nowhere more acutely than in the overuse of community treatment orders, which were supposed to be a bridge from hospital to home for those who are constantly readmitted to hospital. People have described them as “a tag that nobody can see, but you know it’s around your mind.” The evidence shows that they have not met their intended purposes, with three major studies having found no reduction in readmissions or hospital time through their use. Yet despite the previous Government having promised reform, community treatment orders have continued. Reform has been too slow and too narrow in scope.

This weekend alone, almost 900 people—several of whom were from my constituency—were arrested. The Terrorism Act was not brought in to arrest vicars, retired grandmothers and NHS consultants for holding a placard, yet the police are now in the position where that is exactly what they are doing weekend after weekend. Will the Minister consider the views of international human rights experts, like the UN Human Rights Commissioner, who has described the ban as “disproportionate and unnecessary”? Will he also acknowledge our concerns that political decisions must be open to political challenge—otherwise, we risk a massive loss of confidence in our democracy?
- 16 Jul 2025 · Giving Every Child the Best Start in Life · Hansard source
More
Before I came into politics I spent about 20 years working in and with communities, a significant part of which was in early years, so this area is of real importance to me. Through the Sure Start programme, I helped set up a children’s centre and saw firsthand how early years provision lifts up families, supports parents and gives children the solid foundation they need. The centre that I worked with offered not just childcare but an essential early years services hub to benefit families. We know, and the evidence shows, that the impact of high-quality early years support lasts a lifetime. The earliest years of a child’s life are critical. The nurturing and love received in those early days can shape their chances for the future in school, in work and in life. Since 2010, however, we have seen a hollowing out of early years support. Sure Start centres closed in their hundreds and early years intervention services were cut to the bone. Our early years provision lost a significant amount of funding, as did many others in Sheffield, with £3 million of cuts city-wide. I became involved in the campaign to save early years, which argued that failing to invest in those services led to our paying a price in school achievement gaps, health inequalities and lost potential. We argued back then, when the cuts were made, that the cost of late intervention to communities and public services is higher than the cost of getting it right from the start. I therefore welcome the Government’s recent initiatives, such as the expansion of free school meals, free breakfast clubs and the recent £500 million investment into Best Start family hubs. It is important that we catch the problems earlier on, before they escalate, with evidence showing that when we invest earlier on, we reduce the long-term cost for the NHS, social care and the criminal justice system. It is important, however, that we see additional investment in existing family hubs, which have worked tirelessly to provide vital early years support despite years of funding cuts. It is also important that we keep the independent, voluntary and community sectors involved in discussion, as many participate in the delivery of early years services and family hubs in their communities. Investing in family hubs is not just good policy; it is the right thing to do. If we want to tackle child poverty and ensure every child can thrive, that is where we start, with families right at the heart of our communities.
